Request for Expression of Interest to conduct Community Conversations in Somaliland

Background

Dan-Guud Consortium is a consortium of local NGOs led by SOYDAVO and funded by the European Union, with membership comprising SONSAF, YOVENCO, Media INK and MASAF. The Consortium, under the leadership and guidance of SOYDAVO, is implementing a Three-year project entitled ‘Expanding Civic Space, Empowering Youth and Women to contribute to the governance and development processes in Somaliland’.

The Consortium is committed to promoting gender equality, inclusive governance, political participation and human rights in Somaliland. The project aims at improving the role of women and youth CSOs in the decision-making and political life in Somaliland by increasing women and youth’s participation in elections and democratic processes in Somaliland.

Objective of this Request for Expression of Interest (EoI)

This Request for Expression of Interest is for sub-grantees to conduct and facilitate six Community Conversations in these Sool and Awdal regions of Somaliland. Informed by the recent CSO study research findings and recommendations, the Community Conversations will bring together youth and women CSOs, media, emerging youth organisations, community-based organisations, duty bearers including government officials, religious leaders, traditional leaders and women, youth, men, girls, and marginalised groups in these two regions to discuss their civic rights, involvement and how to influence policy and decision-making spheres to advance their interests, women and youth political participation . The aim is to bridge the gap between the diverse actors in the community and the government to accept the role of the youth, women and CSOs to advocate for economic, social, and political inclusion and empowerment and raise important economic and social issues. This fosters a dynamic and plural civic space that ensures the governing bodies fully consider citizens’ civic rights and be responsive to their demands.

Deliverables:

The Subgrantees are specifically required to deliver the following in either Sool or Awdal as selected by SOYDAVO.

Proposed Methodology for conducting the Community Conversations
Conduct One regional Community Conversation in the target location.
Conduct Three Community Conversations in the target location
Disaggregated data on proposed direct beneficiaries (725 per target location)
Report on the process and outcomes of the community conversations.
Collaborate with the consortium member to ensure the visibility during the activities.

Proposed Community Conversation Topics

It is anticipated that the following topics will be covered during the community conversations:

Women and youth political participation
Citizenship and civic rights
Understanding community participation in policy formations.
The role of religious and traditional leaders in challenging held dogmas and misinformation

Duration

The delivery of these Community Conversations will be conducted over eight weeks from the date of contract signature.

Budget

The current indicate cost for this activity is 6,000 Euros per target location.

Selection Criteria

Must be legally registered under the Ministry of Planning and National Development.
Have an experience of up to 3 years in women and youth-related project implementations.
Have at least 50% of women in their decision-making bodies.
Must be able to work closely with the local authorities and the Consortium in facilitating the project activities.
Each organisation can apply in one region only.

- A profile of the proposed Community Conversations Facilitator.
- Telephone contacts and names of three referees.
