1. The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia Crisis Recovery Project (SCRP), and intends to apply part of the proceeds toward payments under the contract for the rehabilitation of the river embankment in Luuq District Covering following two Lots:

• Lot-1: Luuq/Bacaadley Farm 1 & 2 (500m).
• Lot-2: Luuq/Bacaadley Farm 4 (270m).

1. The Ministry of Finance, Federal Government of Somalia now invites sealed Bids from eligible Bidders for the rehabilitation of the above sites in Dollow District, Jubaland State of Somalia.

The rehabilitation period running concurrently will be;

• Lot-1: 6-months and a Defect Liability Period of Three (3) months.
• Lot-2: 6 months and a Defect Liability Period of Three (3) months.

A bidder may submit a bid for one or more Lots.  The evaluation will be undertaken on a Lot-by-Lot basis, and the contract will be awarded to the bidder that meets the Qualification Criteria and whose Bid has been determined to be: (a) substantially responsive to the bidding document; and (b) the lowest evaluated cost for the Lot.

Bidders interested in bidding on both Lots must meet the combined technical and financial requirements indicated in the Lot’s RFB. However, bidders are encouraged to bid on the two lots to take advantage of economies of scale.

1. Bidding will be conducted through open national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 1st, 2016 revised November 2017 August 2018, and November 2020 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

1. The bidding document in English may be obtained free of charge by the interested eligible on the Qaran Jobs Website.

The Bidding document consists of:

• Volume I: The Request for Bid (RFB) including the Bill of Quantity attached as Annex-A
• Volume II: Environmental and Social Management Plan (ESMP)
• Volume III: Drawings/ Design

1. A virtual pre-bid meeting shall be conducted by the Employer on September 19, 2022, at 11:00 AM (Local Time).
2. Bids must be delivered to the address below on or before September 29, 2022, at 11: 00 AM (Local Time). Electronic Bidding will be permitted. Bids must be encrypted using a password that will be provided by the Bidder 1 hour after the closing time of submission of bids. Bids submitted after the deadline will be rejected.
