The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia Crisis Recovery Project (SCRP), and intends to apply part of the proceeds toward payments under the contract for the rehabilitation of Dhulu Ale (3.5Km), Dolow (1.25Km) and Boiya Road (4.0Km) in Luuq, Jubaland State. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
The Ministry of Finance, Federal Government of Somalia now invites sealed Bids from eligible Bidders to rehabilitation of 8.75 Km Road of 6m wide carriageway, 1m shoulder and side drains in Luuq town. The scope of the works include;

The construction period will be Eighteen (18) months and a Defects Liability Period of Twelve (12) months.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 1st 2016 revised November 2017 and August 2018 and November 2020 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

Volume I: The Request for Bid (RFB) including the Bill of Quantity attached as Annex-A

A virtual pre-bid meeting shall be conducted by the Employer on November 30, 2022, at 11:00 AM (East Africa Time).
Bids must be delivered to the address below on or before December 20, at 11: 00 AM (East Africa Time). Electronic Bidding will be permitted. Bids must be encrypted using a password that will be provided by the Bidder 1 hour after the closing time of submission of bids. A bid whose password is not received by 12:00 noon shall be rejected. Bids submitted after the deadline will be rejected.
Bidders will receive a Google Meet invitation to virtually attend the public opening bids on December 20, 2022, at 1: 30 PM (East Africa Time).
All Bids must be accompanied by a BID-SECURING DECLARATION using the form included in Section IV, Bidding Forms
