The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia Crisis Recovery Project (SCRP), and intends to apply part of the proceeds toward payments under the contract for Rehabilitation of Hudur Main Road (2.5Km) and Blimaqasi (3.9Km) Road in Hudur, South West State. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
The Ministry of Finance, Federal Government of Somalia now invites sealed Bids from eligible Bidders for rehabilitation of 6.4 Km Roads of 6m wide carriageway, 1m shoulder and side drains in Hudur town. The scope of the works include;

- Construction of diversions and allowing for passage of traffic
- Site clearance and topsoil stripping

Earthworks (approx. 47,000 m3)

- Construction of Gravel Wearing Course (150mm)
- Construction of Gravel Base Course (200 mm),
- Construction of Improved Subgrade (150mm)

Pipe culverts (approx. 636m)
Road furniture.

The construction period will be eight (12) months and a Defects Liability Period of Twelve (12) months. Bidders must bid for both roads. Partial bidding is not allowed.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 1st 2016 revised November 2017 and August 2018 and November 2020 (“Procurement Regulations”), and is open to all Bidders as specified in the Procurement Regulations.

The bidding document in English may be obtained free of charge by the interested eligible on the Qaran Jobs website. The Bidding document consists of:

Volume I: The Request for Bid (RFB) including the Bill of Quantity attached as Annex-A

Volume II: Environmental and Social Management Plan (ESMP)
Volume III: Drawings/ Design
A virtual pre-bid meeting shall be conducted by the Employer on December 1, 2022, at 1:30 PM (EAT).

Bids must be delivered to the address below on or December 17, 2022, at 11:00 AM (East Africa Time). Electronic Bidding will be permitted. Bids must be encrypted using a password that will be provided by the Bidder 1 hour after the closing time of submission of bids. Bids submitted after the deadline will be rejected.
