KAAH Relief and Development Organization are hereby inviting you to tender for ‘Medical supply ’. The tender dossier package is drafted here to provide you with all necessary information required for successful submission of your tender and the applicable regulations.

KAAH would like to make good use of the opportunity of the competitive tender to enter agreement of delivery with qualified suppliers capable of providing timely delivery and quality service as per KAAH requirement.

Section 1: Invitation to tender

  • Organization background

KAAH Relief and Development Organization is one of the national non-governmental organizations providing humanitarian response to the communities affected by protracted droughts and conflicts in Somalia. Since its establishment in the year 2001, KAAH main responsibility was to address and mitigate the effects of biting natural and man-made disasters and the socio-economic problems in Somalia. It is an initiative formed to resist prolonged insecurity and droughts in Somalia and the increased lack of humanitarian access and humanitarian services to victims in Somalia. KAAH targets vulnerable beneficiaries both in urban and rural areas on life-saving activities through emergency response, recovery, livelihoods, and developmental activities. With regards to the absence of the socio-economic infrastructure and the systems of governance and institutions which led to the collapse of livelihoods and all the basic services of many communities. The organization also focuses on governance projects of peace building and development initiatives. KAAH since its inception and mutual partnerships with global development and local partners has been able to implement humanitarian protection activities in collaboration with its stakeholders.

  • Project Summary:

KAAH is implementing Integrated Health and Nutrition Support to vulnerable Communities in rural areas of Qansax Dheere District.

KAAH seeks to establish the delivery of the service competitively through contracting qualified service provider and delivery in accordance with section 2 of the tender.

  • Criterion for awarding the tender

KAAH Relief and Development Organization established this competitive tender process to be conducted in fair and transparent manner. KAAH procurement process ensures all bidders are equally assessed and the contract awarding is entirely fair.

The following 2 criterion which are aimed to establish quality service delivery and financially competitive bidding process, are subjected to the evaluation of tenders submitted by every bidder:

  1. Core submission criteria

All bidders must successfully meet this criteria to be considered eligible for further evaluation. Any bidder who doesn’t meet this basic criteria, which is PASS/FAIL score, will be automatically excluded from the tender process and not evaluated further on.

The core criteria will include the following;

  • Company MUST be international recognized
  • Valid registration certificate.
  • Valid tax clearance certificate.
  • Business license certificate
  • Bank statement for 2 years.
  1. Bidder Capacity evaluation criteria

The above criteria evaluate the bidders’ experience, skill and capability to deliver the services required. This is the next stage of tender evaluation process and the bidders who passed the core submission criteria are fairly subjected to this evaluation process. This criteria is marked with maximum achievable score of 60% from the following requirements.

  1. Previous experience (Provide at least three past signed and stamp related contracts)
  2. Financial Capacity (Bank statement for last 2 years (Oct 2020 – November 2022)

The lowest financial submission and appropriated to the available budget cost is evaluated and awarded with maximum score of 40% compared with the current estimated tender value.

  • This tender document is issued on 26th November 2022 and the deadline of submission is 2nd December 2022.
  • The submitted bids are opened and evaluated on 3rd December 2022
  • The award of contract will be on 5th December 2022.
  1. Documents Submission

All bidders willing to participate in this tendering process are requested to submit their separate quotation in accordance with the provided template of bill of quantity and in accordance with section 3 of the tender dossier.

How to apply

All bids MUST be in the provided format, failure to which the bid is excluded from consideration. Partial or incomplete submissions are not considered for further evaluation.

  1. Deadline for Submission

All bid documents MUST be submitted to procurement@kaah.org.so .

The deadline for submission of bids will be no later than 5pm 2nd December 2022.
