TENDER NOTICE

Tender for Construction of Four New Schools, Four Computer Rooms and Two Girl Frindly Spaces in Mudug, Nugal, Bari and Haylan regions in Puntland.

CARE International is an international NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development by strengthening civil society, responding to emergencies, and advocating for policy change.

The Education Access and Quality Improvement Program (EAQIP)-Waxbarashadu Waa Iftiin (WWI) IV- Education is Light (EIL-IV) project is a 3-year EU funded initiative which was approved on 13 June 2022 and will end on 12 June 2025. It will be implemented by a consortium comprising of CARE Somalia as a lead agency and Save the Children in close coordination, support and guidance of the Ministry of Education and Higher Education (MoE&HE) of the Puntland State of Somalia. The Project consolidates and expands on the gains achieved through Waxbarashadu Waa Iftiin III and has been formulated through extensive dialogue between the MoE&HE, consortium partners and the European Union (EU). The objective was set together with the EU and contributes to overarching EU strategy in which strengthened education plays a fundamental role in poverty alleviation, peace, and security. This will be achieved through a strategic, sector wide programme that holistically addresses the key constraints that face Puntland learners in accessing quality educational services. The key sectors of support will be primary education (including children with special needs), Alternative Basic Education (ABE), Secondary Education, Technical Vocational Education and training (TVET), teacher training and capacity building of the MoE&HE.

The overall objective of EAQIP under the wider Somalia Education Sector Support Programme (SESSP) funded by the European Union (EU) is “Improve the educational attainment and employability of the relevant target groups” and the specific objective is “The governance, quality, relevance and inclusiveness of education and training sector are improved” The overall and specific objectives will be realized through three results: (Result 1:) increased access to inclusive and equitable quality education at primary and secondary levels; (Result 2:) increased inclusive participation of youth and adults in quality technical and vocational education; training linked to employment and economic opportunities; and (Result 3:) enhanced capacity of public institutions to lead, monitor, and manage the education system.

With this donor funding support; CARE International in Somalia, Garowe Office, is hereby inviting all interested eligible bidders with previous experience and capacity to undertake construction and rehabilitation of schools in the Puntland State of Somalia. The construction/rehabilitation are grouped into the  below eight (5) lots:

Tender Submissions

 This tender process will be conducted using CARE’s sealed tender process, and it is open to all interested and qualified contractors/suppliers. Bids shall be accompanied by the following documents for preliminary evaluation:

  1. Updated company profile with CVs of the company’s engineers
  2. Valid business certificate from:
    1. Commerce Ministry
    2. Public Works (QR code supported)
  3. Tax Clearance from the Ministry of Finance – original (per individual tender)
  4. Registration Certificate from Puntland tender Board (QR Code supported)
  5. Prove/Evidence of experience for similar works preferably school construction experiences
  6. Proof of financial capacity such as a bank statement (valid/stamped, enough to implement the project, and has been active for the last six months)

The tender documents are obtainable by sending a request email to SOM.Bids@care.org with the specific lot number you are interested in. Each bidder is allowed to request/apply only ONE lot

The bid request duration will last up to 10 January 2023 and the deadline for submission of documents will be on or before 12 January 2023. All completed tender documents in a sealed envelope must be deposited in the tender box at CARE Somalia office in Garowe with the following address – Abdirizak Haji Hussein Rd, Wadajir, Opposite Hotel Rugsan and house number  WDJ-ZC1-035.

The bidder’s registered name, lot number, and school name should be clearly marked on the envelope. Tenders with insufficient/partial information and those received after the closing date mentioned in the tender advertisement will be considered invalid.
