1. The Intergovernmental Authority on Development (IGAD) has received financing from the African Development Fund, hereinafter called the Bank, toward the cost of the Drought Resilience and Sustainable Livelihoods Programme in the Horn of Africa, Project II (DRSLP II). Save the Children International, as an Implementing Agency (IA), intends to apply part of the proceeds of the project toward payments under the contract

for the construction of one earth dam, “water balley”, of 18,000 m3 at Awr-culus village in Nugaal region in Puntland.

1. Save the Children International’s Garowe office now invites sealed bids from eligible

bidders for the construction of one earth dam, “water balley”, of 18,000 m3 at Awr-culus village in Nugaal region in Puntland within a period of 5 months.

1. Bidding will be conducted through the Open Competitive Bidding (National) (OCBN) procedures as specified in the Bank’s Procurement Framework dated October 2015 and is open to all eligible bidders as defined in the Procurement Framework.
2. Interested eligible bidders may obtain further information from Save the Children International’s Garowe office via email at sci.drslpii@savethechildren.org and inspect the bidding document during office hours at the address given below.

The bidding document in English may be obtained by interested eligible bidders upon the submission of a request via email to sci.drslpii@savethechildren.org, quoting the IFB reference DRSLPII/PL/W15/OCBN/012/2023 in the subject line. Interested bidders who need a printed hard copy of the bidding document may obtain one by submitting a

receipt demonstrating payment of a non – refundable fee of USD 25 (USD Twenty-Five) for reproduction and mailing costs. The method of payment will be a direct payment to the SCI office in Garowe town. Notes: (1) The bidding document requested via email will not require payment of fees. 1. Bids must be delivered to the address below on or before February 02nd, 2023, at 10:00 hrs. local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives who choose to attend at the address below on February 02nd, 2023, at 10:00 hrs. local time.
2. All bids must be accompanied by original bid security in the form of an unconditional bank guarantee enforceable in local banks in the format provided in the Bidding Document and in the amount in USD of 2,500 (US Dollars Two Thousand Five Hundred).
