Background

• Somalia has been facing severe consequences of drought associated with subsequent rain failures over the last four seasons. Over 7.1 million people are experiencing acute food insecurity, IPC 3 and above, between June and September 2022, including 4.7 million facing Crisis (IPC 3), 2.1 million people facing Emergency (IPC 4) and more than 213’000 facing Catastrophe (IPC 5). According to the Somalia national WASH cluster, an estimated 6.4 million people lack sufficient access to water with many people resorting to the use of untreated water from shallow wells and dwindling rivers, increasing public health risks (WASH Cluster Somalia Drought update 13th October 2022). Drought conditions continue in most parts of Somalia with high water shortages and inadequate access to sanitation facilities giving rise to the potential for increased risks of disease outbreaks, especially in IDP camps and in drought affected areas. The ministry of health federal government of Somalia AWD/Cholera weekly epidemiological report EPI Week 40(03-09 October 2022 indicates that the number of cholera cumulative cases in Somalia currently stands at 11,034. The outbreak is related to the increased proportion of drought affected populations with no access to safe water supplies and sanitation caused by the drought

About the Project

In response to the effects of drought affected populations in Jariban district, CARE International secured a six months (6) WASH intervention project (Jariban Emergency WASH Services), funded by Somalia Humanitarian Fund (SHF). As part of the Jariban Emergency WASH Services project. the organization is planning to conduct Emergency water trucking to be implemented in Jariban district.

Project objectives

The project overall objective is to save lives through provision of equitable access to quality lifesaving WASH services to the most vulnerable drought affected communities in the proposed target locations. CARE plans to implement an emergency WASH response to respond to the needs of the several affected Women, Boys, Girls and vulnerable rural populations. in Jariban and Mudug region. The project which will run for 6 months aims to support 14,000 individuals from vulnerable rural and pastoralists households who were displaced by the drought. The projects’ overall objective is to strengthen the response capacity of the affected households to respond to the effects of the ongoing drought. The purchasing power of the households in the target locations has been severely eroded by the drought because they lost their livestock to the drought and are currently not able to access basic household needs including adequate water. The expected results of the project include.

• Improved access to safe and adequate water for the target households thought the rehabilitation of high yielding strategic boreholes
• (ii)The installation of solar as an alternative energy source will cushion both borehole operators and the water users by reducing the running costs and enhance water access at a time when water demand for both human and livestock populations are high
• (iii)The construction of household latrines will not only help in the reduction in the incidences of hygiene related diseases but also enhance protection and safeguarding for women and girls
• (vi). The distribution of WASH NFIs targeting households with children with (MAM/SAM) will help the targeted households improve their hygiene standards and promote the recovery of the children who are malnourished while also preventing other children from potentially getting malnourished due to improved hygiene standards at the household level.

Activity Background

As a consequence, of the prevailing drought, Communities in Jariiban district. Rural communities are currently facing a serious lack of access to safe drinking water for , women and girls are trekking long distances in search of water for their households. CARE, as an emergency lifesaving intervention under the SHF funded project plans to undertake an emergency water trucking activity in Jariban with a target of 7,110 households in 3 locations. The EWT will involve the provision of 800,000 litters of safe water to the target households over a period of 15 days. To ensure the required amount of water is delivered within the specified timeframe, CARE will engage water tankers of the right volume/quantity (100 water tankers each 8000 liters) of each 40 barrel 200 liters. The CARE WASH team will ensure the water tankers are inspected to ensure that tanks are clean have not been used for transporting petroleum products recently. Additionally, all water points that will be used as the source of water trucking will be assessed to examine the water quality in terms of colour, test and smell for the purpose of ensuring the water quality is good before the water trucking is started.

In every location or point of water delivery, CARE in collaboration with the communities have established water management committees comprising of 2 men and 1 woman to oversee the water delivery (the right amount and quality has been delivered per trip and in overall), the registered households get the right amount of water they are entitled to and address any potential conflicts that may arise during the water distribution.

All trucks and, the quantity of the water will be examined physically through test, odour  and color. Any water that does not qualify these physical quality benchmarks will be not allowed and will be disqualified and the vendor will be asked to re-truck safe water. CARE WASH team will put in place an active supervision team who will on daily basis oversee the water delivery process and together with the 3 members of the community-based water management members of each site ensure the vendor deliver the right amount of water to the target households.
