Terms of Reference (ToR) for Construction of New underground Reservoir (Barked) in Caynabo IDP-A, Sool region of Somaliland.

Project: Live-saving and recovery support to droughts affected people in Caynabo district.

Location: Caynabo district, Sool region.

1. Organization Background

TAAKULO Somali Community “TAAKULO”. TAAKULO is a multifaceted non-governmental, non-profit making, non-political and nonpartisan development and humanitarian aid organization established in 2007 and headquartered in Hargeisa, Somaliland, and have regional offices throughout Somaliland, Somalia, and Somali region of Ethiopia. TAAKULO is dedicated to assisting the disadvantaged people and communities throughout Somalia and Somaliland by engaging in the development and related activities and providing emergency relief assistance, resilience building, facilitating, and promoting local community engagement and programs that emphasizes self-reliance with dignity.

TAAKULO was established to assist the vulnerable people, to whom time has tested their resilience to the tipping point, drought and famine scavenging their livelihood, war and conflict avenging their economy on the other hand. Projects are basically based on the needs of the communities in which they are implemented where the beneficiaries always take part in the planning process.

1. Project Background

The government of Somaliland has conducted a Drought Rapid Assessment in all the regions in the country in late 2021, reporting that there is a severe shortage of water and pasture in the assessed locations/districts of the Eastern regions (Togdheer, Sool, and Sanaag) and Hawd of the Marodijex. The government produced an appeal for humanitarian assistance, followed by a response plan and budget. The assessment predicted the situation would exacerbate further in the first quarter of 2022. On 24th April, 2022, the government issued the second humanitarian appeal to respond to the worsening situation, estimating the number of affected people to be 1.5 million (corresponding to around 40% of the population).

With the poor performance and failure of rainy seasons of Gu (Spring) and Deyr (Autumn) of 2021, followed by a delay and failure of the current Gu rainy season of 2022, the severity of the draught has become very high across the regions, causing sharply rising food and water prices; exhausting pasture; declining animal prices due to the poor livestock body; increasing waterborne diseases; decreasing nutritional status of children, pregnant and lactating women; and displacement/migration of pastoralists settling in IDPs in urban areas. The project will enable, vulnerable people to have sustainable access of clean drinking water equitably, through establishment of strategic water source (Barkad).

1. Activity Purpose.

To improve accessibility of drinking, sufficient and affordable water to drought affected people in Caynabo IDP-A, by constructing new underground strategic water storage tank (Barked).
