Background

The Federal Government of Somalia has received funding from the African Development Bank towards the cost of the Strengthening Public Financial Management and Debt Management Support Project (PFMDM). The project was approved in November 2021 and is expected to close in December 2024. The overall goal of the project is to improve Somalia’s PFM and debt management capacity for greater economic stability and resilience. The project is structured around three main operational objectives: (i) promote effectiveness and efficiency in the internal and external audit oversight functions to ensure improved budget planning and execution oversight in the public sector; (ii) strengthen institutional capacity for transparent and accountable results-based Public Financial Management (PFM); and (iii) strengthen debt management framework and greater transparency to achieve enhanced transparent and sustainable debt management.

The Ministry of Finance (MoF) has requested a Legal Expert to lead the Legal Unit of the Ministry of Finance and to collaborate directly with the Minister, Director General (DG), various departments, and the Debt Management Unit of the Ministry of Finance. It is crucial that the expert has experience in the legal system of Somalia pertaining to Public Finance Management, Public Procurement, Concessions Framework/Public and Private Partnership Laws as well as the revenue management laws, with a good understanding of court procedures and out-of-court dispute resolution mechanisms.

The required academic qualification for the post is post graduate degree in Law /legal affairs, The estimated duration of services is 18 months, and the expected starting date is July 2023. The duty station is the Ministry of Finance , Mogadishu, Somalia.

The Ministry of Finance now invites eligible consultants (Individuals) to express their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae, description of similar assignments, practical experience in similar assignments /conditions, availability of appropriate skills, etc.).

The Shortlisting criteria will be General qualification and relevant credentials for similar position (35%), Adequacy for the assignment (30%), Relevant experience (25%) and Language proficiency in English and Somali language (10%).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015, which is available on the Bank’s website at http://www.afdb.org.
