Assignment Title: Delivery of Socio-Emotional Skills Training, Job Specific Training, Apprenticeship and Business Support In the Formal/Informal Sector.

The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somalia Shock Responsive Safety Net for Human Capital Project (SNHCP) and intends to apply part of the proceed for consulting services.

The services is for the Delivery of Baxnaano Economic Inclusion intervention i.e. Work based learning, Job Placement and Entrepreneurship Support in the Informal and the Formal sectors in Mogadishu which comprises of short term work based learning/ apprenticeship with private employers and artisans (Master craftsmen), competency based assessment &certification, socio emotional skills training and facilitation of entrepreneurial training with provision of grants and mentorship.

The project will support a jobs intervention pilot with the purpose of increasing employment and earning opportunities among targeted youths. The main beneficiaries of the proposed intervention will be youth between 18 and 35 years of age, with low levels of education, who are without jobs and have experienced extended spells of unemployment or who are currently working in vulnerable jobs.

The pilot intervention aims to reach over 1,000 youths during the project period with interventions on socio-emotional and soft skills training, technical skills training through work-based learning and business support including provision of stipends, grants, business development services and mentoring. The services will be based on delivering these key assignments which will be on a results/performance based model. This assignment will be implemented in Mogadishu, with beneficiaries selected from Daynile District.

The training will cover Daynile District in Mogadishu staggered over 2 to 3 phases/cycles over a period of 2 years.

The Ministry of Labour and Social Affairs (MOLSA) now invites eligible Non-Governmental Organizations (NGOs) to indicate their interest in providing the Services. Interested NGOs should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).  The NGO will be expected to partner with employers to provide work-based learning opportunities in skills training demanded by the employer.

The short-listing criteria are as follows:

  1. Core business of the NGO and at least 5 years in business (conducting skills training).
  2. Experience of conducting similar assignments. At least 5 years specific experience) in a) work-based learning, b) work placement collaboration with private sector employers (formal and informal), c) facilitation of competency-based assessments and certification, d) provision of socio-emotional/life skills/entrepreneurial training, e) grant disbursement and management & business/entrepreneurial development and market linkages. The NGO must have successfully carried our two similar assignments in the last 5 years. The NGO shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate NGOs, contract amount and financing sources.
  3. Experience of relevant services in an environment similar to that of Somalia; and
  4. The technical and managerial organization of the NGO. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.

The attention of interested NGOs is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

NGO may associate with other NGOs to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

NGOs will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
