  1. Background

The Ministry of Family and Human Rights Development (MoFHRD) is committed to assessing and addressing the human rights situation of vulnerable groups in Somalia. Over the past 10 years, Somalia has witnessed significant social, political, and legal transformations that have impacted the rights and protection of vulnerable populations, including women, children, persons with disabilities, IDPs, marginalized communities, and other at-risk groups.

To inform national policies, programming, and advocacy efforts, MoFHRD seeks to engage a highly qualified consultant to conduct a comprehensive analysis of human rights trends and transformations affecting these groups from 2015 to 2025.

  1. Objective

The objective of this consultancy is to analyse, document, and provide an evidence-based assessment of the key human rights trends, challenges, and improvements related to vulnerable groups in Somalia over the past 10 years. The findings will guide policymaking, advocacy, and programmatic interventions aimed at strengthening human rights protections.

  1. Scope of Work

The consultant will be responsible for the following key tasks:

  1. Research & Analysis 

Conduct a comprehensive review of legal, policy, and institutional developments affecting human rights in Somalia. 

Identify major trends, challenges, and progress in human rights protection for vulnerable groups.

Analyse the impact of national and international commitments, including Somalia’s compliance with UPR recommendations, human rights benchmarks, and treaty obligations. 

Examine the role of government institutions, civil society, and international partners in advancing human rights.

  1. Data Collection & Stakeholder Consultations 

Collect primary and secondary data through key informant interviews (KIIs), focus group discussions (FGDs), and document analysis. 

Engage  with  government  agencies,  human  rights  institutions,  civil  society

organizations (CSOs), UN bodies, community leaders, and vulnerable populations.

Ensure the inclusion of gender-sensitive and disability-inclusive approaches in data collection. 

  1. Report Development & Recommendations 

Develop a detailed analytical report, including:

  • Historical trends and transformations (2015–2025)
  • Key drivers of change (legal reforms, policies, conflicts, economic factors, etc.) o Current challenges and gaps in human rights protection

o  Lessons learned and good practices

o Actionable recommendations for the government, civil society, and international partners

Present findings through a validation workshop with MoFHRD and other key stakeholders.

  1. Deliverables

The consultant is expected to deliver the following:

  1. Inception Report, outlining the methodology, work plan, and key research questions.
  1. Desk Review Summary, highlighting key human rights reports, policies, and legal frameworks.
  1. Data Collection Report, summarizing stakeholder consultations and key findings.
  2. Draft Analytical Report, including trends, challenges, and policy recommendations.
  3. Final Analytical Report, incorporating feedback from the validation workshop.
  4. Presentation of Findings, delivered to MoFHRD and key partners.
  1. Required Qualifications

The consultant must have:

Advanced degree in human rights, law, political science, development studies, or a related field.

At least 7 years of experience in human rights research, policy analysis, or related work in Somalia or similar contexts.

Proven expertise in working with vulnerable groups, human rights institutions, and international human rights mechanisms.

Strong qualitative and quantitative research skills.

Excellent writing and analytical skills, with experience in producing high-quality research reports.

Fluency in English and Somali (spoken and written) is highly desirable.

Proposals will be evaluated based on:

Technical expertise and experience (40%) Proposed methodology and approach (30%) Quality of past work and references (20%) Cost-effectiveness (10%)
