Context:

The Regional Data Hub (RDH) is dedicated to providing data and analysis expertise and guidance for implementing the IOM Strategic Plan. The RDH strengthens the regional evidence base on migration by providing technical support and capacity development to IOM offices, regional bodies, member states and other stakeholders on migration and displacement data; and supporting the uptake of knowledge and evidence to inform policies and programmes. Activities and objectives of the RDH are in line with the priorities of the Global Data Institute (GDI) to deliver data for action, insight and foresight as well as the objectives of IOM Migration Data Strategy to: 1) strengthening of the regional evidence base on migration; 2) developing the data and information management capacities of states, Regional Economic Communities and other key partners; and 3) ensuring more evidence-based IOM and UN-wide engagement in the region.

The Capacity Development and Statistics Officer (Regional Data Hub) will substantively support and advise on the design and implementation of technical support and capacity development initiatives for national statistical offices and other governmental stakeholders to strengthen and harmonize migration and displacement data and statistics at the national, regional and continental level, in coordination and partnership with relevant Regional Economic Communities (RECs), UN agencies, and other development partners. The Capacity Development and Statistics Officer (Regional Data Hub) will also oversee and guide on the production of supporting technical guidance, tools, materials, relevant statistical reports or research analyses.

Under the overall supervision of the Deputy Regional Director (DRD) for Operations for the East, Horn, and Southern Africa (EHSA) region, the direct supervision of the Regional Thematic Specialist (Data and Analysis), and in close collaboration with respective units in Headquarters (HQ) and thematic and technical colleagues at the Regional Office (RO), the Capacity Development and Statistics Officer (Regional Data Hub) will be responsible for developing, overseeing and delivering migration and displacement statistical capacity development and technical assistance programme activities in the region.

Core Functions / Responsibilities:

  1. Identify migration and displacement data and statistical capacity development needs at national and regional level and advise on and promote action.
  1. Design, oversee and deliver technical support and capacity development activities, such as trainings, workshops, and study visits.
  1. Advise on and support liaison and partnership activities with Regional Economic Communities (RECs), UN agencies, national statistical offices, and other stakeholders; manage and support IOM engagement on migration and displacement statistics with the African Union Commission and UN Economic Commission for Africa, through IOM’s Special Liaison Office in Addis Ababa.
  1. Develop user-friendly training modules, workshop materials based on IOM and international recommendations and guidelines.
  1. Provide expert technical support and advice on the development of national and regional guidance documents and tools on migration and displacement data and statistics, including specialized migration surveys, integrating migration into other survey exercises and censuses, using administrative data from a range of sources, and to support governance, sharing, harmonization, and use of data.
  1. Ensure relevant coordination structures are established and maintained at national and regional level to support timely, reliable and comparable statistics on migration across the region, including technical working groups and networks to foster a community of practice in the region.
  1. Represent IOM in national, regional and other fora on migration and displacement statistics.
  1. Analyze and advise on good practices from around the region on reporting on progress against migration-related indicators for relevant regional, continental and global processes.
  1. Advise governments and technical bodies in the region to align and promote the advancement of inter-regional and continental initiatives towards more regular and comparable migration statistics beyond the region, in alignment with applicable international standards.
  1. Establish and maintain liaison with relevant focal points at the national and regional level and with relevant partners on the regular publication of statistical reports and analysis.
  1. Manage and ensure the organization of regular dissemination activities or events for internal and external stakeholders.
  1. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Statistics, Economics, Political Science, Migration Studies, Development Studies, Demography or another relevant discipline with a minimum of five years of relevant professional experience; or,
  • University degree in above fields with minimum of seven years of relevant professional experience.

Experience

  • Experience developing and implementing capacity development initiatives, preferably in migration statistics, is a distinct advantage;
  • Experience in developing and managing statistics projects (e.g. survey methodology design and implementation, statistical analysis);
  • Experience/knowledge in use of administrative data for compilation of statistics, preferably migration statistics;
  • Previous experience in organizing and supporting multistakeholder events (capacity building workshops with government officials a distinct advantage);
  • Previous experience organizing dissemination events of analytical findings targeting a wide audience; and,
  • Experience in and/or knowledge of East, Horn, and Southern Africa is an advantage.

Skills

  • Strong computer background, including Microsoft Office suite of applications;
  • Knowledge of migration data landscape, applicable international standards, and coordination structures is an advantage;
  • Good knowledge of statistics;
  • Excellent communication skills, efficiency and flexibility;
  • Ability to work under pressure. Attention to detail and quality and capacity to meet deadlines;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Excellent writing skills and strong analytical skills and creative thinking; and,
  • Knowledge of UN and bilateral donor programming.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Portuguese is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
