Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Context:
Under the overall supervision of the Chief of Mission and the direct supervision of the Senior Programs Coordinator, the successful candidate will be responsible to lead the implementation of a functional Monitoring, Evaluation, Accountability and Learning (MEAL) system for the Preparedness and Response Division (PRD) and Durable Solutions programming of the IOM Somalia Mission. In particular, the MEAL Officer will be responsible for conducting field monitoring and evaluation of programmes, consolidating and tracking systems and build and disseminate evidence of programme achievements across the unit.
Core Functions / Responsibilities:
1. Build a comprehensive MEAL strategy and framework for the CCCM, WASH, Health, Shelter/NFI and DTM programmes as well as the Durable Solutions portfolio in order to strengthen, integrate and mainstream regular monitoring, evaluation, accountability and learning practices.
2. Develop a tool to track programme objectives, outputs and indicators as per the project documents and log frames. Ensure accuracy and consistency of the updated data with the project commitments.
3. Design a remote monitoring methodology and tools as well as coach field staff on their implementation. Define the sources of data, frequency of collection and focal points within the team. Support PRD programme´s monitoring, evaluation and learning processes and provide field surge capacity support when necessary.

Lead project evaluations and baselines at field level or remotely (e.g. development of ToRs, customization of design methodology, review reports, conduct data analysis, reporting writing). Evaluate completed projects/activities based on results of monitoring activities to identify best practices and lessons learnt as well as to draft ways forward, then present to team for internal discussion.
5. Provide support in training programmes staff and partners on reporting requirements, output level monitoring and the operational aspects of data collection, entry and analysis. 6. Conduct, when security allows, project site visits in order to monitor direct implementation and ensure quality programming.
7. Work closely with the programme coordinators to ensure that lessons learned from programme evaluations are documented properly and included in donor reporting. 8. Develop and operationalize a context-specific cross-sectorial “Accountability to Affected Populations” (AAP) strategy and ensure that programs integrate it as the core of quality programming. The AAP strategy needs to capture the different stages of the programme cycle, specifically ongoing and post-interventions feedback mechanisms.
9. Institutionalize a culture of lessons learning across the programmes. Conduct internal workshops, working groups and/or task forces to share findings of evaluations and action potential recommendations and lessons learned.
10. Participate in humanitarian platforms and other relevant events in the country/region, representing PRD and sharing lessons with others stakeholders.
11. Develop timely sitreps, case studies, snapshots, newsletters, and pieces of research to disseminate, internally and externally, achieved outcomes and acquired learning during programme implementation.
12. Work close with programme coordinators and the senior programme coordinator in supporting project development and reporting in line with the mission´s strategy. Assist in the development of strategies, methodologies, contingency plans that respond to new and emerging operational challenges for the country.
13. Support programme reporting to capture monitoring and evaluation strategies in project proposals and present findings and recommendations during mid-year or end-of-project reports. 14. Act as a branding focal point for programme´s field activities ensuring that donor visibility requirements are met and organize donor and/or high-level visits.
15. Ensure integration of the IASC’s priority cross cutting issues (e.g. human rights, HIV/AIDS. Age, environment) and promote gender equality by ensuring that the needs of women and girls as well as men and boys are addressed.
16. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
academic institution with five years of relevant professional experience; or

• Relevant professional experience in the field is required;
• Experience working in international organizations, humanitarian community and familiarity with the humanitarian reform and cluster approach;
• Experience in project monitoring and evaluation;
• Working experience with Adobe InDesign and producing quality graphic design outputs; • Experience in writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis and compiling diverse datasets;
• Working experience in Somalia or in the region is an asset.
Languages
• Fluency in English is required. Working knowledge of Somali is an advantage. Desirable Competencies:
