Project Description:

This reading project in Djibouti is funded by USAID. The project collaborates with the Government of Djibouti to improve the reading performance of primary school children. The activities of this project include improving primary reading instruction, mobilizing communities to encourage early-grade reading, and improving policies for better reading outcomes in primary schools nation-wide.

Position Description:

The Chief of Party (COP) will provide overall technical and managerial oversight to ensure that activities are coordinated and carried out. S/he will be the primary liaison with USAID, ministry counterparts, stakeholders and other technical and financial partners in Djibouti. S/he will be responsible for the overall technical direction of the project, ensuring an integrated vision among different components and actors, and focusing on achieving the results defined in the contract. S/he will have expertise in early-grade reading policy. S/he will be able to identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments. S/he will supervise project implementation and ensure the project meets stated goals, reporting and quality requirements. S/he will supervise senior-level technical, financial, and operational staff. S/he will be the technical focal point, serving as a reading expert. This position requires political savviness and intercultural understanding to work with numerous institutions and senior-level government officials.

Job Summary and Responsibilities:

  • Manage the technical, operational, financial and personnel components of the project.

  • Develop and maintain positive relationships with USAID, Ministry officials, and key stakeholders.

  • Provide technical and managerial oversight to the planning and implementation of project activities, including reporting, tracking of the Performance Monitoring Plan, and implementation of work plans.

  • Supervise the project staff and work of subcontractors.

  • Oversee the recruitment, hiring and supervision of all local staff and consultants.

Qualifications:

  • Bachelor’s degree required. Master’s degree (or foreign equivalent) in education or a relevant field required; Ph.D. or Ed.D. (or foreign equivalent) in relevant field preferred.

  • At least 8+ years of senior management and/or technical leadership experience in international education, including 5 years of experience in USG-funded programs is required.

  • Knowledge of USG rules, regulations, policies, and procedures related to project and program compliance and reporting required.

  • Experience managing national early-grade reading programs and expertise in early-grade reading policy.

  • Demonstrated knowledge and use of monitoring, evaluation and learning to oversee MEL systems and direct long-term vision of programs.

  • Excellent written and oral communication skills in French required.

  • Excellent written and oral communication skills in English required.

  • Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.

Travel Requirements:

  • 10%-25%
