JOB SUMMARY:
CARE International in Somalia has been appointed as a Grant Agent for the Global Partnership for Education (GPE) funded grants, Girls Education Accelerator (GEA) and System Capacity Grant (SCG) for Somalia by the Federal Ministry of Education, Culture, Higher Education (MOCHE). The two grants will be implemented by the Federal Government of Somalia Ministry of Education, Culture and Higher Education (MOECHE) in collaboration with five Federal Member states (FMS) Ministries of Education (MOEs) – Jubaland, Southwest, Galmudug, Hirshabelle, Puntland and Benadir Regional Administration.
The Girls’ Education Accelerator (GEA) is a three-year, $18.7 million partnership between the Federal MOECHE and Global Partnership for Education (GPE), which intends to enhance equitable access to quality and inclusive education in rural and urban areas by addressing supply and demand barriers, particularly those related to gender and social inclusion. The project will strengthen institutional capacity and mechanisms incorporating gender transformative and socially inclusive practices in education management in Somalia. On the other hand, the System Capacity Grant will further support system strengthening, enabling the MOECHE and FMS MOEs to build foundational capacity to implement coordinated transformative actions towards gender equitable and socially inclusive access to quality education in Somalia.
The Chief of Party is accountable for the overall vision and leadership of the two grants and is accountable for delivering results. They will be based in Mogadishu-Somalia and will head a Program management Unit, which is responsible for technical oversight and support to the MOECHE and FMS MOEs; financial and administrative management of the GEA and System Capacity Grant; monitoring of program activities; and reporting to GPE. As a representative of the Grant Agent (CARE), support the Federal Ministry of Education, Culture and Higher Education (MOECHE) to use the country system and in collaboration with the Federal Ministry of Finance ensure strong fiduciary oversight for funds disbursed through the country system.
The Chief of Party (COP), in collaboration with the Coordinating Agency (European Union), Save the Children International (Grant Agent for the GPE funded System Transformation Grant), will promote inclusive sector policy dialogue and contribute to and participate in Joint Review of the Education Sector.
RESPONSIBILITIES:
Leadership, Strategy and Program Management
- Develop working arrangements between the Federal Government of Somalia –MoECHE, Federal member states MOEs and CARE (Grant Agent). This includes defining roles and responsibilities of each and the establishing of a program management Committee and Program Management Unit.
Budget and Contract Management
- Ensure both GPE funded grants (GEA and SCG) are implemented in complies with: (i) the approved program document; (ii) GPE policies and guidelines; (iii) the CARE’s own policies and procedures; and (iv) the financial procedures agreement with the GPE Trustee (World Bank) as well as the applicable decisions of the GPE Board.
Representation, Coordination and Partnership management
- Working with the Federal Government ministry of Education, Culture and Higher Education (MOECHE) ensure that the GEA and SCG grants are aligned with the overall education sector plan, policies, and systems.
- Take an active role and provide strategic guidance to Project Management Committee and be the convener of meetings.
- Facilitate together with CARE USA Technical Advisor -Research, the TA- M&E the various project evaluation activities and sharing of learning.
Staff and Performance Management
- The position will head the PMU comprising of the Program manager, Gender Equity and Social Inclusion Advisor, Education Officer, Senior MEAL Officer, Head of Gender and Social Inclusion Unit, Gender Focal points at state levels to deliver the grants.
- Collaborate with CARE Somalia Program Quality Unit for staff training/capacity building of staff and partners on areas of key focus (gender, child safeguarding, M&E, advocacy, DNH)
Program Quality Oversight
The position will be responsible to ensure the development and Implementation of Comprehensive Program Quality Strategies for the 2 grants through the following tasks:
- In collaborating with the organization PQDL team, programs teams and relevant stakeholders ensure the projects have comprehensive Program Quality Strategies that integrates Monitoring, Knowledge Management, Accountability, Learning, Integration and Gender aspects in alignment with internal organization policies and guidelines, as well as donor requirements and guidelines.
- Ensure defined clear quality standards and indicators applicable to all projects, ensuring consistency and alignment with program objectives and donor expectations. She/he will ensure that quality standards are measurable, achievable, and reflective of best practices in the field.
- Provide technical oversight and support to project teams and MEAL and Knowledge Management units, guiding them in the implementation of the Program Quality Strategies including providing expertise and advice on methodologies, tools, and approaches related to monitoring, accountability, knowledge management, learning, and integration with other projects/programs.
QUALIFICATIONS:
- Master’s degree in education, international development, social sciences, or a related field.
- Minimum of 10 years of progressively responsible experience in international development project management (particularly on GPE projects) as Chief of Party, Deputy Chief of Party, or similar senior management position and experience in Education, Governance
- Experience in the education sector in Somalia
- At least 5 years of experience working and living in East Africa and/or conflict zones. Working experience in Somalia is an added advantage.
- Proven exceptional leadership in the design, management, implementation, monitoring, and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
- Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects, and education stakeholders.
- Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
- Experience recruiting, developing, and managing staff and teams.
- Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
- Experience managing required programmatic and financial reporting requirements. Experience with M&E is a plus.
- Fluency in English is required; knowledge of local languages is a plus.
- Ability to travel within Somalia as required and as the security situation allows.
