Dimensions: Save the Children has been working in Somalia for more than 60 years. The Country Office has over 600 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bossaso, Garowe, Galkayo and Gardo in Puntland; Beletweyne, Adaado, Abudwak, Baidoa, Kismayo, Dhobley and Mogadishu in southern states). Our Country Office coordination and administration base is in Nairobi, Kenya. In 2017, as a result of significant scale up for the countrywide drought response, our annual spend FY2017 was US$117 million and we reached more than 2 million people through our humanitarian and longer-term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance. The Country Office manages 61 active awards totalling US$165 million from a range of governmental/institutional donors, including DFID, ECHO, EU, FFP, OFDA, and DANIDA being some of our largest.

ROLE PURPOSE: The Child Protection Officer’s role will be supporting the implementation of the MFA Finland project aimed at protecting Drought, locust, covid-19 and conflict affected children and their families, including PLW and children. The project aims to enhance their wellbeing and resilience through appropriate UCT, CP and capacity strengthening interventions.

The Child protection Officer will work closely with the project local implementation partner and also the CP & CRG Program Manager to ensure that project objectives are met and that the target beneficiaries benefit the most from the project. This should be done according to the guidelines of Save the Children International which aim to strengthen Adolescents as key social players and human beings in their own right.

Child Safeguarding:

Level 4:  The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

SCOPE OF ROLE:

In 2018, we reached 2.5 million people through our humanitarian and longer-term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance. The Country Office manages 65 active awards totalling US$165 million from a range of governmental/institutional donors, including DFID, ECHO, EU, FFP, OFDA, NORAD and DANIDA being some of our largest.

KEY AREAS OF ACCOUNTABILITY:

 Program Implementation and Monitoring and Evaluation

  • Implement project activities and producing timely reports for internal use on the status of on-going programming.
  • Support the Program Manager to conduct trainings for partners as well as individual coaching and on-the-job training.
  • Coordinating with Child Protection Staff, Food Security and Livelihoods (FSL) staff, and the Program manager to ensure quality based communication with Partners and the proper delivery of services to adolescents.
  • Work with partners to ensure that adequate policies and procedures are in place, including policies on child safeguarding.
  • Monitoring and reporting budget/expenditures based on the work plan; and analysing Budget-versus-Actual (BVA) reports to assess and report any discrepancies
  • Working with the Monitoring, Evaluation, Accountability and Learning (MEAL) focal point
  • Conducting and/or assisting project launching session with relevant stakeholders
  • Liaising with Support Departments on a regular basis (including Finance, Logistics, and Administration) to ensure effective and efficient project delivery.
  • Contributing to advocacy work.
  • Promoting accountability and transparency with all the implementing activities.
  • Complying with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 QUALIFICATIONS & EXPERIENCE·       Degree in social work, gender studies, international relations, human rights, development studies or other Social Sciences.

·       Extensive experience as a trainer using participatory methodology.

·       Experience in undertaking training needs assessment

·       Experience in developing training materials

·       Knowledge of child rights child protection and child participation.

·       More than 5 years’ experience in work focusing on children’s rights and protection issues.

·       Proven competence in using participatory/interactive methods in working with children in circumstances.

·       Good communication interpersonal and negotiation skills.

·       Good working knowledge (spoken and written) of English and Somali Language.

·       Skills in report writing.

·       Ability to work independently and as a member of a team.

·       A willingness to work as part of a team in a complex and sometimes insecure environment.

·       A preparedness to work in uncertain security environments.

·       Commitment to the vision mission and goals of SCl.

·       Good sense of humour and flexibility.

·       Experience in child participation and community participation.

·       Computer literate
