The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somalia Shock Responsive Safety Net for Human Capital Project (SNHCP) and intends to apply part of the proceed for Communication and Mobilizations Firm.
The consulting services (“the Services”) is for (i) beneficiary outreach and mobilization strategy; and (ii) communication and engagement strategy. This also includes dissemination of appropriate message to appropriate audience though appropriate medium. The firm is required to design and effectively implement a mobilization campaign for CCT operations under the Regular Window. The community outreach and awareness campaign will aim to reach communities in districts with Baxnaano programs and educate them on applicable Baxnaano interventions, the targeting methodology, grievance redress mechanism, and raise in relevant targeted districts awareness on all Baxnaano interventions. The consultant firm may identify and recruit local NGOs to implement the mobilization campaign or support community outreach activities.
The Communications Firm will support MoLSA with design and delivery of operational communication (community engagement & outreach activities) as the primary objective and strategic communications as a secondary objective. Operational communication would focus on ensuring effective communication with communities and beneficiaries, improving community awareness, sensitization of local stakeholders to create champions, and on grievance redress mechanisms, etc. Strategic communication will focus on branding and visibility, stakeholder engagement, and advocacy. The firm will be tasked to effectively position the project through relevant branding and public relations and media advocacy for public awareness (at Federal, FMS and district levels). The overall aim is to promote ownership and credibility of the Project as an inclusive, premier initiative launched by the Federal Government of Somalia for the people of Somalia. Second, the Communications Firm will support MoLSA by conducting Public Information Campaigns (PIC) to deliver the respective components of the project.

The e-mail address is provided below. The Ministry of Labour and Social Affairs (MOLSA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:
- Core business of the firm and at least 10 years in business (general experience in the design and delivery of operational communication, community engagement & outreach activities).
- Experience of conducting similar assignments (at least 10 years specific experience community outreach and mobilization. and carrying out development issues and launching beneficiary outreach/community mobilization campaigns, preferably in support of cash grant programs. Experience in World Bank financed assignments of similar nature will be an added advantage. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
- Experience of relevant services in an environment similar to that of Somalia; and
- The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
