The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somalia Shock Responsive Safety Net for Human Capital Project (SNHCP) and intends to apply part of the proceed for consulting services.
The consulting services (“the Services”) is for the Delivery of Monitoring and Verification of Baxnaano Economic Inclusion Intervention. which comprises of monitoring the implementation of short term work based learning/ apprenticeship with private employers and artisans (Master craftsmen), competency based assessment &certification, socio emotional skills training and facilitation to entrepreneurial training with provision of grants and mentorship. It will also including conducting a tracer study on beneficiaries 3 months after the beneficiaries complete the intervention.
The project will support a jobs intervention pilot with the purpose of increasing employment and earning opportunities among targeted youths. The main beneficiaries of the proposed intervention will be youth between 18 and 35 years of age, with low levels of education, who are without jobs and have experienced extended spells of unemployment or who are currently working in vulnerable jobs.
The pilot intervention aims to reach over 1,000 youths during the project period with interventions on socio-emotional and soft skills training, technical skills training through work-based learning and business support including provision of stipends, grants, business development services and mentoring. The consultancy will be based on delivering these key assignments which will be based on a results/performance based model. This assignment will be implemented in Mogadishu, with beneficiaries selected from Daynile District.
The monitoring, verification and tracer will cover Daynile District in Mogadishu staggered over 2 to 3 phases/cycles over a period of 2 years.
The consultancy firm will be expected to monitor the activities being implemented by the Economic Inclusion firm and conduct a tracer for each of the cohorts after completing the interventions.

The e-mail address is provided below.The Ministry of Labour and Social Affairs (MOLSA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:
- Core business of the firm and at least 5 years in business with experience of carrying out similar work (extensive experience in conducting implementation and operational monitoring with emphasis on, data collection and analysis)
- Experience of conducting similar assignments for at least 5 years including (i) Monitoring and Evaluation (ii) data collection and analysis using qualitative and quantitative methods, and report writing and (iii) capacity to conduct research among diverse communities with diverse cultural backgrounds. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources. .
- Experience of relevant services in an environment similar to that of Somalia; and
- The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
