ROLE PURPOSE:  

The Child Protection and Child Rights Governance Coordinator is responsible for the implementation of the Child Protection and Child Right’s Governance programme in South West state of Somalia under the direction of the Field Manager and, in coordination with the CP & CRG Programme Manager, to represent and advocate for Save the Children’s work and organizational priorities with a wide range of external stakeholders including government representatives, civil society, children and youth, parents, technical professionals within the field of Law, Education, and Health, academia, donors, and UN agencies operating in South West State.

Dimensions:

Save the Children has been working in Somalia for more than 60 years. The Country Office has over 500 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bosasso, Garowe, Galkayo and Gardo in Puntland; Beletweyne, Adaado, Abudwak, Baidoa, Kismayo, Dhobley and Mogadishu in Central South Somalia). Our Country Office coordination and administration base is in Nairobi, Kenya. In 2017, as a result of significant scale up for the countrywide drought response, our annual spend FY2017 was US$117 million and we reached more than 2 million people through our humanitarian and longer-term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance. CHILD SAFEGUARDING: 

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Strategic Planning and Program Design 

•Contribute to the implementation of the SCI Country Strategic Action Plan outcome areas, in particular prioritized outcomes related to CP & CRG

•Maintain and strengthen strategic partnerships with UN, INGOs, NGOs and community leadership to deliver child protection and youth program quality in the specified locations.

•In collaboration with the REALM team collect and analyze data to inform proposal development, including needs assessments and projects evaluation.

•Collaborate with the other Sector team leads to ensure child protection program is mainstreamed with other SCI program.

•Support the development of proposals (including budgets), in accordance with child protection program approaches, while responding to needs identified on the ground.

•Participate in CP & CRG forums such as CO AOR and Protection cluster meetings

Program Implementation and Monitoring and Evaluation

•Monitor the timely implementation of activities, financial management and reporting of the CP & CRG program, in compliance with donor requirements.

•Ensure timely submission of all program reports, quality of program data and proper archival of program information;

•Conduct regular meetings with CP & CRG program staff and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified.

•Collaborate with Supply Chain team, finance and other operations staff to ensure that the CP & CRG program is properly supported and that all activities are conducted according to SCI HR, Logistics, Finance and other policies and procedures;

•Maintain updated phased/forecast budget and indicator tracking tools to monitor progress in implementation

•Supervise case management, PWV, PSS support and child friendly spaces in line with established Child protection procedures.  

Human Resource Management and Development

•Recruit and lead CP & CRG program staff, encouraging a positive and committed team spirit, which fosters participation and innovation from all staff;

•Provide direct supervision to (4) CP & CRG officers

•Implement capacity building plans for individuals’ staff and teams, including delivery of trainings and on the job coaching and mentoring with a focus on PWV and case management.

Communication, Coordination, Representation and Advocacy

•Act as the main focal point for interactions with donors and partners.

•Ensure that all CP & CRG program data, including beneficiary’ data, is shared in strict accordance with the existing Information Sharing Protocol and international ethical standards and information sharing principles

•Work collaboratively with other SCI sector teams to ensure safety of children is prioritized across all SCI activities

•Represent SCI in all relevant coordination meetings to advocate for the interest of children and youth.

•Strengthen and maintain effective working relationships with all relevant stakeholders including community members, NGOs, government authorities and UN agencies.

QUALIFICATIONS 

·       Bachelor degree in a relevant field such as Social Science, Development Studies, Human Rights Law or any other relevant discipline.

EXPERIENCE AND SKILLS 

Essential

·       Three years’ experience of designing, managing, monitoring and evaluating child protection and child rights governance programmes, especially case management, child protection system building, SGBV, Positive Parenting and Positive Discipline.

·       Proven abilities in delivering results for child rights and child protection especially Case management, SGBV, Positive Parenting and Positive Discipline.

·       Understanding and commitment to principles of child rights and child protection.

·       Ability to identify the main gaps in child protection and child rights governance in the Somali context to inform a holistic response for children.

·       Commitment to and understanding of Save the Children’s aims and values in practice.

·       Excellent written and spoken English and Somali, including excellent written and verbal communication skills.

·       Experience working in a multi-cultural environment and /or international.

·       Experience in advocacy, lobbying and training around child rights, child protection and child participation.

·       Ability to maintain consistent high standards of professional behaviour and achievement, including when working alone.

·       Pragmatism, initiative and ability to achieve results despite challenges.
