  1. Background

The Ministry of Family and Human Rights Development (MoFHRD) is committed to strengthening Somalia’s compliance with its international human rights treaty obligations. Effective implementation of these obligations requires clear guidelines and policy briefs to inform national institutions, policymakers, and other stakeholders on their roles and responsibilities.

To achieve this, MoFHRD seeks to engage a consultancy firm to develop a comprehensive guideline for implementing treaty obligations and two policy briefs addressing key challenges and opportunities in compliance with international human rights treaties.

  1. Objective

The objective of this consultancy is to provide a structured and practical framework for implementing Somalia’s treaty obligations, ensuring that key stakeholders—including government agencies, civil society, and development partners—have the necessary tools to fulfil their responsibilities effectively.

  1. Scope of Work

The consultancy firm will be responsible for:

  1. Development of the Guideline for Treaty Obligation Implementation 

Assess Somalia’s current status in implementing its human rights treaty obligations. 

Develop a step-by-step guideline for national institutions on incorporating treaty obligations into national laws, policies, and action plans. 

Provide best practices and case studies from comparable contexts. 

Include monitoring and reporting mechanisms for periodic review of treaty implementation. 

Ensure the guideline is practical, user-friendly, and accessible to relevant stakeholders.

  1. Development of Two Policy Briefs 
  1. Policy Brief 1: Strengthening Institutional Mechanisms for Treaty Implementation

o Outline the role of key institutions (MoFHRD, Parliament, Judiciary, Line Ministries, NIHRC, CSOs, etc.).

o  Identify institutional gaps and challenges in treaty implementation.

o Recommend strategies for improving coordination, capacity-building, and accountability.

  1. Policy Brief 2: Enhancing Stakeholder Engagement in Treaty Compliance
  • Address the role of civil society, international partners, and communities in treaty compliance.
  • Highlight challenges in public awareness, reporting, and advocacy.
    • Provide recommendations on how to foster multi-stakeholder collaboration.
  1. Deliverables

The consultancy firm is expected to deliver the following:

  1. Inception Report, outlining methodology, work plan, and key research questions.
  1. Draft Guideline on Treaty Implementation, including practical steps and institutional roles.
  2. Two Draft Policy Briefs, summarizing key findings and recommendations.
  1. Validation Workshop, to present and discuss findings with key stakeholders.
  2. Finalized Guideline and Policy Briefs, incorporating feedback from stakeholders.
  3. Presentation of Key Findings, to MoFHRD and relevant stakeholders.
  1. Required Qualifications

The consultancy firm should meet the following criteria:

Proven expertise in human rights law, treaty obligations, and public policy.

Experience in developing policy guidelines and briefs for government institutions and international organizations.

Strong research and analytical skills, with demonstrated experience in treaty implementation mechanisms.

Expertise in conducting multi-stakeholder consultations and validation workshops. Ability to produce high-quality documents in Somali and English (preferred).

  1. Application Process

A technical proposal, outlining their approach, methodology, and work plan. A financial proposal, detailing consultancy fees and other costs.

Profiles of key experts, demonstrating relevant experience. Samples of previous policy or guideline documents.

  1. Evaluation Criteria

Proposals will be evaluated based on:

Technical approach and methodology (40%) Experience in similar assignments (30%)

Quality of past work and references (20%) Cost-effectiveness (10%)
