  1. Background

The Ministry of Family and Human Rights Development (MoFHRD) is committed to ensuring that human rights principles are systematically integrated into national policies, development planning, and public finance frameworks. To achieve this, there is a need for a comprehensive national strategy that provides a structured approach to mainstreaming human rights across key governance, policy, and financial systems in Somalia.

MoFHRD seeks to engage a highly qualified consultant to develop a National Strategy for Human Rights Integration into Policy and Finance, ensuring alignment with national priorities and international human rights obligations.

  1. Objective

The primary objective of this consultancy is to develop a national strategy that will:

Provide a clear roadmap for integrating human rights into policy formulation and financial planning.

Ensure that Somalia’s national policies and budgets are human rights-responsive.

Strengthen institutional capacities for human rights-based policy implementation and financing.

Align with international human rights commitments, Sustainable Development Goals (SDGs), and Somalia’s Vision 2060.

  1. Scope of Work

The consultant will undertake the following key tasks:

  1. Situation Analysis & Research 

Conduct a comprehensive review of existing policies, legal frameworks, and financial mechanisms related to human rights integration. 

Identify gaps and challenges in current human rights mainstreaming practices. Assess best practices from comparable countries and international guidelines.

  1. Stakeholder Consultations 

Engage key government ministries, financial institutions, civil society, and development partners. 

Conduct focus group discussions, key informant interviews, and multi-stakeholder consultations. 

Ensure inclusive participation of women, youth, persons with disabilities, and marginalized groups. 

  1. Strategy Development

Develop a National Strategy for Human Rights Integration into Policy and Finance, outlining: o Guiding principles and strategic objectives. 

o Institutional responsibilities and coordination mechanisms. o Implementation framework and action plan. 

o  Indicators for monitoring and evaluation. 

Propose mechanisms for budgetary allocation and financing models that promote human rights.

Align the strategy with Somalia’s National Development Plan and international commitments. 

  1. Validation & Finalization 

Organize a validation workshop with key stakeholders to review the draft strategy. Incorporate feedback and finalize the document for official adoption.

  1. Deliverables & Payment Schedule
  1. The consultant is expected to deliver the following quarterly: 
  1. Quarter 1: Inception Report and Situation Analysis Report.
  2. Quarter 2: Draft National Strategy, including policy integration framework.
  3. Quarter 3: Validation Workshop Report and revised draft strategy incorporating feedback.
  1. Quarter 4: Finalized National Strategy and implementation roadmap, with presentation to MoFHRD.
  1. Payment will be made on a quarterly basis upon submission and approval of deliverables.
  1. Required Qualifications

The consultant must have:

Advanced degree in law, public administration, economics, or finance.

At least 7 years of experience in human rights integration, policy analysis, or public finance reform.

Expertise in developing national strategies, legal frameworks, and financial governance models.

Experience in stakeholder engagement, particularly with government institutions and development partners.

Strong research, analytical, and writing skills. Fluency in English and Somali (preferred).

Samples of previous strategy documents or policy work.

  1. Evaluation Criteria

Proposals will be evaluated based on:

Technical expertise and experience (40%) Proposed methodology and approach (30%) Quality of past work and references (20%) Cost-effectiveness (10%)
