EAJ FIELD DIRECTOR – MOGADISHU

Expanding Access to Justice (EAJ) is a five-year program funded by the United States Agency for International Development (USAID) through the Freedom House-led Human Rights Support Mechanism (HRSM) and implemented by Pact Inc and the American Bar Association Rule of Law Initiative (ABA ROLI).

The program is aimed at contributing to lasting improvements to access to justice and effective mechanisms to address grievances in Somalia through three interlinked objectives; 1) Improving the public’s access to legal information through research, analysis, outreach, and policy interventions, 2) Increasing the quality and reach of legal aid services, and 3) Increasing the capacity and sustainability of access to justice actors.

EAJ is looking to recruit a Field Director based in Mogadishu with frequent travel to all field locations. As a member of the program’s SMT the position reports to the EAJ Chief of Party.

Roles and responsibilities:

Provide regular support and supervision to staff under direct line management. This includes but is not limited to formulation of individual work plans based on project work plans and job descriptions.

Schedule and lead regular supervision and performance review meetings to access progress against agreed outputs.

Build technical and managerial capacity of staff under direct line management.

Participate in the formulation of strategic plans and policy issues related to the design, development, implementation and evaluation of capacity development, monitoring, evaluation, reporting and learning.

Provide advice to COP in planning, designing, and implementing of EAJ activities.

Ensure the relevance of program management and operations tools.

Ensure gender is integrated and mainstreamed throughout the program outputs.

In close coordination with respective projects and units, manage relevant budget allocations.

Participate in the formulation of strategic and policy decisions related to the design, development, implementation, and evaluation of all projects implemented by Pact.

Establish effective working relationship with the Government, Donors, Community and Civil Society.

Develop and foster good government relations.

Establish communication systems with Partners and create an enabling environment for partners to submit their reports on time.

Ensures the program and operations communication concepts within the organization, with partners and other stakeholders are properly coordinated and shared.

Qualifications and experiences:

Bachelor’s Degree with 5 years of experience in Management, Law, Sociology, Peace

Building, or a related field. A Master’s degree in Law, governance or peace building will be an added advantage.

Ten years’ experience in managing complex justice, Governance, Rule of Law, peace building, human rights, and/or migration programs.

Experience in USAID activities, projects and program management, administration, financial management, award cooperative agreement compliance, sub award management, and tracking project performance and costs.

Eight years demonstrated skills and experience in building and strengthening partnerships with donors, civil society, private sector, UN, NGO and local community organizations relations; and engagement with the Governments.

Excellent written and oral communication abilities (Somali and English).

Strong, strategic and creative thinker.

Ability to work in partnership with team members, partner agencies and community members of both the international and national communities.

Adapts flexibly to changing situations, overcomes obstacles and recovers quickly from setbacks.

Proven performance in organizing and coordinating major initiatives, events or challenging inter-organizational activities.

Excellent leadership, organization and problem solving/decision making skills as well as cultural sensitivity.
