- Background
The Federal Government of Somalia, through the Ministry of Labor and Social Affairs (MoLSA) is seeking Economic Inclusion Technical Specialist.
The main objective of this consultancy is to provide support to the Federal Government of Somalia and Baxnaano in designing, implementing, and managing the Economic Inclusion (EI) component activities. The Economic Inclusion Technical Specialist will be responsible for (a) supporting the Baxnaano PIU Project Coordinator in the general management and various technical and administrative activities touching on the EI component; (b) providing regular communication to the Baxnaano PIU Coordinator, Director General, and World Bank under the guidance of Baxnaano (c) ensuring functional operational systems and effective process flow; (d) supporting the EI component and supervision of the Economic Inclusion firm and Third Party monitoring firm with overall day-to-day management of the project activities; and (e) supervising, under the guidance of the project coordinator, the day-to-day management of monitoring and evaluation, the management information system (MIS), financial management, and procurement related to the EI component.
- Responsibilities of the assignment
The overall responsibilities of Economic Inclusion Technical Specialist are (i) Support the Baxnaano PIU project coordinator, and other technical officers with inputs into the EI component with design of the Economic Inclusion component, (ii) Conduct a process review of the Economic Inclusion component as implementation starts and document lessons for implementation of the second cycle and eventual scale up, (iii) Provide input and review the EI firms documentation on implementation of the Socio-emotional skills training, job specific skills training, business support and certification, providing the necessary guidance, (v) Carry out other activities detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.molsa.gov.so.
- Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
- Post-graduate degree in livelihoods, management or administration, regional planning, development studies, entrepreneurship, or a related field.
- A minimum of seven years’ experience of high-level professional experience in program coordination and management in large organization with multiple partners.
- Capacity to work under pressure and meet tight schedules and deadlines with minimal supervision.
- Proficiency in written and spoken English and Somali.
- Duration: The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.

- The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Servicesdated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
