II. Background Information

The USAID/Somalia Bar ama Baro (BAB) Program works to increase access to quality education for a targeted number of out-of-school children and youth (ages 8-15) in specific regions of Somalia. The program will work to increase student enrollment in alternative education program sites, improve their safety, monitor acquisition of literacy, numeracy, and socio-emotional skills among the learners who enroll in them, and enhance the Federal Government of Somalia’s capacity to regulate them.

III. Position Summary

The EMIS officer will be embedded in the Federal MOECHE and FMS Ministries of Education and from where he/she will support in data management and verifications, coordinate with the implementation of project activities between the concerned parts to facilitate effective data quality assurance to achieve the overall project objectives.

The post holder will act as liaison between the Federal MOECHE, Hirshabelle, Southwest and Jubbaland Ministries of Education and Creative Associates. The EMIS Officer will Liaising with strategic planning of EMIS and Statistics office to ensure the program results for necessary action and guidance, adjustments and improvement of results contributed by the program activities.

The EMIS Officer will work under the supervision of MOECHE and FMS Directors of Planning and will share quarterly reports to the Planning Director and other relevant Departments.

IV. Scope of Work

The EMIS Officer will assist other project support staff embedded at the MOECHE and FMS MOES in statistical strategic planning and data occurrence where relevant as well as provide support general guidance of data verification between MOECHE/FMS and BAB Team.

V. Key responsibilities
  • Provide Planning and strategic advice of statistics MOECHE/FMS, grant agent and project implementing partners with high quality consultancy and guidance of data verifications under the project.
  • Plan all data related activities and coordinate with MOECHE/FMS team accordingly.
  • Coordinate among the MOECHE, Hirshabelle, Southwest and Juballand MOEs, BAB team and other relevant stakeholders of the grant in providing their inputs in the implementation of the Education sector statistical requirements and ensure for effective delivery of their quality services as per agreed terms and conditions.
  • Support the MOECHE/FMS MOEs in ensuring smooth implementation of the project and compliance to agreed results, reporting and evaluation targets.
  • Enable the flow of information between all relevant parties, particularly the relevant stakeholders.
  • Work with office of Strategic Planning on Education sector statistics by providing input and guidance.
  • Take part cooperation between the FGS MOECHE, FMS MOEs, BAB Team and other key stakeholders on the project data verification activities and communicate priorities and concerns of the data activities.
  • Consolidate project progress reports, record challenges and lessons learnt during the Statistics implementation period in accordance with reporting format and procedures as specified in the project document.
  • Participate in trainings, workshops, supervision and implementation support missions conducted by the FGS MOECHE, FMS MOEs, BAB Team (if needed)
  • Perform any other duties as required by the MOECHE.
VI. Key Qualifications
  • Bachelor’s in computer science/statistics/economic and/or any other related field.
  • At least 4 years work experience in using of database administration and management, with 2 specific experience of EMIS Department and information management.
  • Minimum 2 years’ experience in designing database, implementation and planning practical systems.
  • Proficiency in using professional statistical analysis software packages is required (SPSS, Stata, SAS or R).
  • Experience in capacity building of local staff and partners on M&E.
  • Experience in setting up electronic data collection systems and operating remote data collection systems (including remote quality assurance).
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills.
  • Demonstrable attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
  • Excellent interpersonal and cross-cultural communications skills.
  • Ability to work independently and as a virtual team member.
