Emergency Protection Coordinator – Mogadishu, Somalia

SOS Children’s Villages invites applications from suitably qualified and interested candidates who fulfill the eligibility criterion for the below position.

Position title : Emergency Protection Coordinator

Reporting to : PDQ Director

Location : Mogadishu

Position Summary:

The Emergency Protection Coordinator will be responsible for implementing and managing a comprehensive Protection related activities under drought Response Programs in the emergency response districts of Somalia. The main tasks will include technical support on protection and monitoring, documentation and evaluation, harmonization of protection and MHPSS tools and resources and represent the organization in internal and external coordination meetings. One of the priority areas of the coordinator is to integrate Protection and Mental health and Psychosocial support into the humanitarian assistances that is being delivered to vulnerable communities across all project intervention sites that is supported by SOS Children’s Villages; and the position holder will handle all mainstreamed activities related with this role. The coordinator will cooperate and have a direct relationship with National emergency response Advisor, Health and nutrition manager, location project coordinators.

Key Roles and Responsibilities

Programme Development

Participate and lead in the development of the Protection programs across SOS Somalia operational areas.
Lead and coordinate the Protection emergency response across the country including different field locations.
Assess protection and MHPSS needs and identify vulnerabilities and risks in areas of SOS operations.
Provide technical support in the implementation of the comprehensive case management support for both GBV and Child Protection in Emergencies by ensuring all work with beneficiaries is undertaking with confidential and ethical practices observed.
Lead child protection and safety programming in emergency including: assessment, program development, training for and management of Child Friendly Spaces. Support humanitarian colleagues in implementation of emergency programs and establishment of recovery programming.
Assist in building and maintaining relationships with schools, communities, partners and state contacts.
Strategic engagement with the partners by assisting in identifying and building strategic relationships with partners to grow and expand protection program offerings.
In support of project activities, ensure that effective measures are in place to reduce MHPSS issues.
Develop and adapt guidelines, manuals and training materials and tools to ensure quality delivery. Lead and facilitate MHPSS, CP/GBV capacity building program to the project team and other stakeholders
Ensure that the MHPSS and Protection capacity is built in order to scale up response and deliver with increased impact and quality across multi-sector projects
Provision of the technical capacity building by providing training staff, on -job mentoring and supervision of protection staff.
Develop methodologies and data collection techniques for assessments, indicators, Programme management, evaluations, research related to MHPSS and Protection
Representation for SOS on CP, GBV and MHPSS related activities in relevant groups, Regional, Zonal and National related task forces and/or cluster meetings as required.
Support project location staff in the smooth planning, design, implementation and monitoring of MHPSS and Protection activities that may include recreational and psychosocial activities, individual support to vulnerable children and adults, and trainings of facilitators or support officers.
Lead the continuous assessment of protection and MHPSS needs of children, adolescents and youths and ensure that these are appropriately reflected in project implementation.
Map, review and adapt referral pathways at regional and national level including service inventory for Child Protection service providers and allied services
Support the team on MHPSS and protection issues to identify severe cases to be referred to specialized psychological/psychiatric service providers
Develop, and/ or review with government agencies and clusters the Standard Operation Procedures (SOPs) for identification, reporting and referral of protection and MHPSS services.
undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
Submit regular programs updates and ensure internal and external reports to donors/ clusters are produced and delivered in a timely and quality manner to PDQ
Shall take any additional responsibilities as requested by his or her supervisor.

Skills and Qualifications

Education: Master in Social Sciences, Education; Social work, sociology Human right and development studies; A Bachelor degree with minimum of 5 years of working experiences will be accepted in leu of Master qualifications.
Experience: Minimum of 8 years of experience in working in Protection field and advance knowledge on Case management set-ups; GBV and CP Systems
Good knowledge of social welfare policies, services, laws at national level and set up of national child protection and social system
Good knowledge of child development, family functioning, human behaviour and social environment.
Strong contextual understanding on Protection issue in the country.
Understanding of cultural diversity, characteristics of special target groups, implications for assessment and intervention
Understanding of services, including case management, crisis intervention, parenting skills training, family counselling, conflict resolution and individual and group counselling
Good time management, organisational and administrative skills
Team works and flexible.

Comply with SOS Children’s Villages-Somalia child protection policy and code of conduct as well as the inter-agency standards.
Willingness to move and monitor activities in the different CFS in the static centers in the respective districts/towns.
Training and supervision experience required
Strong organizational and supervisory skills
Strong interpersonal skills and the ability to work within different cultural environments
Ability to work in difficult environment under very basic living conditions (refugee camp setting)
Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources
A good command of verbal and written English with establishing strong and effective working relationships with colleagues from different backgrounds, cultures and experience
Able to establish and maintain healthy working relationships with colleagues in course of work
Local knowledge in terms of its culture, economic and social trends is compulsory
Strong coordination skills, strong communication skills, with good written and spoken English and Somali.
Basic proficiency in the use of MS Office, Email and other computer applications
Ability to work under harsh working environment and frequently travel to the field up to 70% of working time
Ability in Compiling and producing good quality monthly, quarterly and yearly project progress report
Performs other similar duties as assigned by Program Director
Excellent skills in MS Word, Excel and PowerPoint, knowledge of other analysis software an advantage
