  1. Background  

The Baxnaano Environmental Specialist Continuously monitor and manage project environmental issues in line with World Bank guidelines and existing regulations and policies in Somalia, He or she will Coordinate the validation, review, and implementation of ESMPs for each subproject, Collaborate with Social Development Specialists for baseline assessments and spot checks, ensuring proper implementation of mitigation measures, Compile quarterly and annual reports on social risks, impacts, and mitigation measures, in collaboration with the PIU Social Development Specialist.

  1. Responsibilities of the assignment.

The overall responsibilities of Environmental Specialist are (i) Collaborate with Social Development Specialists for baseline assessments and spot checks, ensuring proper implementation of mitigation measures, (ii ) Prepare technically competent reviews of environmental reports as required in the Environmental and Social Commitment Plan, (iii) Immediately report any severe safeguard incidents as per the Projects Operations Manual and Environmental Incidents Reporting protocols, (iv) Participate in all joint implementation and supervision missions, monitoring missions, and project-related workshops, consultations, and meetings as required, (V) carry out other activities detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.molsa.gov.so  

  1. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

  • Advanced university degree preferably in Environmental Science, Sociology, Development Studies, Engineering or related fields
  • Five (5) years of experience in national and international project development and implementation.
  • Proven ability to advise and support project safeguard assessment and preparation, contractual and financial elements of development project delivery, and experience of all stages of investment program identification, specific technical sector program design and documentation, and implementation experience
  • Ability to develop and maintain effective interaction with high level officials, project management offices and implementing agency officers
  • Good knowledge and working experience of the full range of World Bank Group’s operational products and Risk Management procedures, FGS legal and Risk Management systems, and Operational Procedures
  1. Duration: The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.
  1. The Ministry of Labour and Social Affairs now invites eligible Individual to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.
  2. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Servicesdated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  3. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
  4. Mode of submission of Applications and deadline: Interested Consultants may obtain further information including a detailed Terms of Reference at the address given below from 8:30 to 3.30pm Mogadishu time (Excluding public holidays).
