REQUEST FOR EXPRESSIONS OF INTEREST FOR THE RECRUITMENT OF PROJECT ASSISTANT ACCOUNTANT (DUTY STATION SOMALIA MINISTRY OF ENERGY & WATER RESOURCES)

  1. The Ministry of Finance of the Federal Government of Somalia (MoF) and Ministry of Energy & Water Resources (MoEWR), hereby invites Individual Consultants to indicate their interest in the following Assignment Project Assistant Accountant (Local expert) to support the AfDB funded TA & Capacity building project for establishment of energy Regulatory Authority for Somalia;
  2. The services to be provided under the Assignment include:
    • Project Financial Management administrative activities,
    • Periodic Interim Financial Reports; and status reports/updates on procurement, implementation, monitoring and evaluation for activities defined in Action Plan;
    • Documentation of all correspondences during implementation of project related activities
  1. The MoF & MoEWR now invites Individual Local Experts to indicate their interest in providing the above-described services. Interested Local Experts shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (curriculum vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).
  2. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015, which is available on the Bank’s website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the MoF & MoEWR to include him/her in the shortlist.
  3. The estimated duration of services is 12 months and the estimated starting date is March 1, 2021.

Terms of Reference for Project Accounting Assistant

NAME OF PROJECT: THE TECHNICAL ASSISTANCE AND CAPACITY BUILDING PROJECT FOR ESTABLISHMENT OF THE REGULATORY AUTHORITY OF SOMALI ENERGY SECTOR

  1. Background

The Federal Government of Somalia has received financing from the Africa Development Bank towards Technical Assistance (TA) and Capacity Building for the Establishment of the Regulatory Authority for Energy sector (ERA) in which the MoEWR is a beneficiary of a grant component and intends to apply all the part of the proceeds for TA & consulting services and undertake extensive studies and consultations with the Government and private sector stakeholders.

  1. Project overview:

Technical Assistance and Capacity Building Project for the setting up of the Regulatory Authority is a nationwide program that seeks to build the capacity of the Somali Ministry of Energy and Water Resource (MoEWR), to better support its oversight functions over the fragile and informal energy sector of Somalia.

The Somalia Ministry of Energy and Water Resources (the Ministry) will establish a Project Implementation Unit (PIU) to carry out the day to day activities of project planning, coordination and implementation of the TA & Capacity building project. The Ministry intends to engage an individual local consultant to work as Accounting assistant of AfDB – financed energy sector project within the PIU. These Terms of Reference define the scope of activities and responsibilities of the project Accountant.

  1. The project has three components;

Component I: Development of Capacity Building Framework (CBF) and Sector Government Framework and Skills Training and set up Energy Database Management system.

This will involve the development of appropriate knowledge products necessary to guide a structured and sustainable capacity building programme for the Somalia electricity sector. The CBF will identify the appropriate level and magnitude of skills required to fill the capacity gap and recommend strategies and guidelines to sustainably address them in the short to medium term. In addition, a sector governance framework will be developed. Under this component, three knowledge products will be produced, namely; the Energy Sector Capacity Building Plan (CBP), Training Manual (TM) and the Electricity Sector Governance Framework. Also includes undertaking the actual capacity building activity and set up a Database Management System (DBMS) under the management of a unit within the FMoEWR to coordinate and disseminate relevant data and information on the Somali Electricity Sector.

Component II: Technical Assistance to the FGS to establish an energy regulatory authority and provide support to women participation in the sector.

Specifically, the project will contribute towards:

Developing institutional frameworks and roadmap for setting up and operationalising a Regulatory Authority, whose structure, functions and mandate would be determined by the Energy Act.

Providing technical assistance for the development of national policies and regulations to support women’s representation in the energy sector.

Gender sensitive policies and regulations will create an enabling environment for improving gender equality in the energy sector.

Policies and regulations will help ensure that issues such as women’s access, affordability and safety is taken into account in the development of energy solutions.

Promoting women’s access to clean energy solutions by supporting the development of clean cook stoves and reducing exposure to biomass.

Component III: Project Management

This component will support a range of activities to strengthen the capacity of the Ministry and overall energy sector management, and provides support for project management/implementation, including staffing of the PIU.

  1. Scope of Work for the Financial Management Specialist

 

  • Objectives of the Assignment

 

The objective of the assignment is to acquire the services of a qualified Project Accounting Assistant who will be responsible to increase efficiency in managing and maintaining a sound financial and accounting system for the achievement of value for money and delivering on the project development objective through:

  1. Assessing the adequacy and supporting financial management arrangements of project financial management arrangements for the project
  2. Monitoring compliance with the AfDB’s and Government financial management fiduciary requirements
  3. Ensuring that AfDB-financed project operations are carried out in accordance with applicable financial management policies, procedures, and instructions
  4. Supporting analytical work on financial management and public financial accountability
  5. Provision of direct and just-in-time technical financial support to the Ministry of Energy and Water Resources Project Accountant to enable it effectively to carry out project activities.

The Somali Ministry of Energy and Water Resources and Ministry of Finance now invites eligible individuals (local expert) to indicate their interest in providing the Services. Interested individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Bachelor’s degree in Accounting, Business from a recognized University;
  • Experience with AfDB or other similar donors will be an added advantage;
  • Minimum 3 years of relevant work experience in project related field;
  • Proven working experience with Government, civil society, international organizations and donors is an added value;
  • Financial analysis skills and procurement experience (Tender documents preparation);
  • Ability to work effectively in a multinational team environment with a capacity to work with minimal supervision;
  • Very Good oral and written communication skills in English and Arabic an added advantage;
  • Very good ability to prepare financial reports and documents;
  • Computer literacy in the use of office applications (e.g. office software packages; MS Word, Excel, Power Point, or equivalent); and
  • Adequate experience in accounting software (Peachtree) is an added value.
    • Responsibilities:

Provide assistance in financial management and accounting procedures in compliance with the African Development Bank financial management regulations and accounting procedures for Borrowers and as appropriate with the Federal Government of Somalia financial management policies, regulations and procedures specifically:

  • These include budgeting, funds flow, accounting, internal control, financial reporting and audit
  • Assist in preparing: (i) an annual/quarterly budget, corresponding with the proposed procurement and work plans; and (ii) timely submission of interim financial reports (IFRs) and project account replenishment requests to the African Development Bank;
  • Create and maintain comprehensive project documentation and filing accessible to MoEWR Finance Department
  • Ensure timely preparation and compilation of Project budgets and financial reports.
  • Prepare monthly and quarterly financial reports for the MoEWR and (MoF/PCU) on project implementation and provide explanation for any budget deviation.
  • Assist in Preparing the project semi-annual and annual progress reports (progress against planned activities, update on risks and issues, expenditures), annual review report and final review reports, and submit them to MoEWR and MoF/PCU as appropriate;
  • Undertake any other functions directly related to the efficient execution of assigned position as directed by the Project Coordinator /Finance Manager.

The Project Accounting Assistant primary duties shall also include (but is not necessarily limited to) the following:

  • Internalize/familiarize with the MoEWR accounting policies and financial rules as well as the AfDB Grant Agreement provisions and associated AfDB guidelines referred to this project and understand the scope of service, roles and responsibilities of each party (MoEWR and the AfDB);
  • Internalize/familiarize with the institutional set up of MoEWR in general and the TA & capacity building project in particular as specified in the Project Documents;
  • Engage on an ongoing basis with the project Coordinator, MoF/PCU & MoEWR Finance Department;
  • Ensure that all payments for the project are made and recorded in accordance with the approved budget and complies with AfDB and FGs Rules;
  • Ensure that all the supporting documents are attached to the payment vouchers and adequately filed;
  • Conduct monthly bank reconciliation;
  • Maintain the petty cash of the project and prepare a request for replenishment by attaching statement of expenditures (SOEs);
  • Maintain asset registration of fixed assets purchased under the project;
  • Prepare response to the findings of the auditor.

Deliverables/Specific Outputs Expected from the Project Accounting Assistant (PAA)

The Project Accounting Assistant shall assist to deliver the following outputs:

  • Project Annual / Quarterly budgets, Up-to-date financial reports
  • Monthly, quarterly, semi-annual and annual progress reports on all project financial, administrative activities;
  • Periodic Interim Financial Reports; and status reports/updates on procurement, implementation, monitoring and evaluation for activities defined in Action Plan;
  • Documentation of all correspondences during implementation of project related activities;
  • Project Mid-term Status report (by project Mid-term Review date) if applicable and Project Completion Report (by project closing date);
  • Respond to Mid-term and final audit report findings;
  • Adequate file system of all the documentation of the project to be accepted by the Finance Department to be delivered at the end of the assignment.
  1. Duration of the Assignment and Commencement

The estimated duration of the assignment is twelve (12) months with the possibility of extension based on the need, availability of resources and performance of the Consultant. The assignment should commence on March 1, 2021.

 

  1. Organization of Work and Reporting

The assignment will be conducted mainly in Somalia and, therefore, the duty station shall be in the MoEWR premise in Mogadishu. However, the project coordinator may be required to participate in meetings or missions inside and outside of Somalia.  The Assistant accountant shall work under the supervision of the Project Coordinator. The MoEWR may assign a focal staff within the Ministry to provide direct supervision and coordination of the project coordinator’s deliverables.

  1. Contract Type and Payment Schedule

The contract fee shall be on the basis of a Monthly rate (all-inclusive: professional fee, out of pocket, accommodation, transport, etc.). The project assistant accountant will be paid as per the terms of payment mentioned in Annex-II of the contract.

The recruitment of the Project Accountant shall be governed by AfDB rules and procedures for the recruitment of individual consultants/experts – selection based on Consultants/experts Qualification within the limit of the budget.
