JOB TITLE: FIELD MANAGER

CHILD SAFEGUARDING: Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people
ROLE PURPOSE:

To assume responsibility for the overall management of the Burao field office.   This includes overseeing programme activities, support functions such as finance, administration, HR, logistics and security, all field staff, security policy, and managerial representation of Save the Children International at regional level.

Your management of an effective, productive, and safe field office in Burao will play a key role in the expansion of Save the Children programmes in Somalia/Somaliland to increase impact and enable positive change for children.

SCOPE OF ROLE:

Reports to: SL Area Representative

Overall responsible and accountable for SC’s programmes in the Burao field office and for the planning, implementation and management of programs in accordance with SC’s strategies and policies. Working with program Managers and Technical advisers and quality teams where appropriate.

·       Contribute to strategy and proposal development within the area and be responsible for the relevancy and coherence of the proposals

·       Responsibility for all aspects of programmes from contribution to proposal development, appropriate delivery through to final reporting.

Overall responsible and accountable for SC’s programmes and ensure the planning, implementation and management of programs in accordance with SC’s strategies and policies.

KEY AREAS OF ACCOUNTABILITY:

Representation and Advocacy

Represent Save the Children at field office level, network with INGOs/NGOs, UN agencies and partners. Work closely with the Area Representatives of Somaliland on issues of advocacy and ensure a constant flow of information and updating on the situation in the region

  • Identify, establish and maintain close working relationship with key stakeholders with a view of promoting learning and sharing of experiences/information; creating synergy in program planning and implementation; ensuring the principles of ‘do no harm’ and creating a bigger voice on issues of common concern

·       Ensure that key stakeholders including partners have clear understanding of Save the Children’s vision, mission, goals and guiding policies and strategies

Quality Program Development, Implementation, Management and Reporting

Overall responsible and accountable for SC’s programmes in the Burao field office and for the planning, implementation and management of programs in accordance with SC’s strategies and policies. Working with program Managers and Technical advisers and quality teams where appropriate.

·       Contribute to strategy and proposal development within the area and be responsible for the relevancy and coherence of the proposals

Operational Management

Overall responsible and accountable for SC’s programmes and ensure the planning, implementation and management of programs in accordance with SC’s strategies and policies

  • Ensure standardized systems, policies and procedures are in place, well understood by all staff and in line with the country programme system and are implemented in an appropriate manner

·       Develop and apply measures of ensuring effective implementation of programs Support the implementation of the Country Annual Plan and support the development of Area Plans and Thematic Programme Plans.

·       Closely work with grants and finance and contribute to monthly variance finance meetings at appropriate levels with team, ensure timely report providing a variance analysis on each budget is submitted to Area Representative

·       Identify any budget challenges or issues such as over or under spends and propose solutions to line manager as soon as issues are identified. Ensure that these are identified through the monthly variance meetings and immediately addressed

·       Help the logistic, procurement and asset management in collaboration with the area logistic coordinator

·       Take overall responsibility for the day-to-day running of the finance, Administration, HR and Logistics functions in the Burao office.

•       Provide induction of the office systems and procedures in the Burao office to staff and visitors.

•       Manage contracts for premises, and for supply of goods and services, and ensure that payments are made on due dates.

•       Arrange insurance for vehicles and other SC assets, including cash in transit.

•       Ensure that all travel arrangements are made for staff and visitors coming to Burao Field office.

•       Identify appropriate meeting, workshops and accommodation venues for staff, visitors and ensure the office gets value for money.

•       Take responsibility for implementing the ICT Policy and ensure IT communication facilities are operational at all times.

•       Ensure that a comprehensive document management system is in place in the Burao Office

•       Ensure that all travel arrangements are made for staff and visitors coming to Burao Field office.

•       Identify appropriate meeting, workshops and accommodation venues for staff, visitors and ensure the office gets value for money.

•       Take responsibility for implementing the ICT Policy and ensure IT communication facilities are operational at all times.

•       Ensure that a comprehensive document management system is in place in the Burao Office

•       Ensure the vehicles are managed in accordance with the Children Fleet management guidelines.

Safety and Security

•       In consultation with the Security Officer, develop local staff safety and security procedures that are in line with the SC Security Guidelines, for the office and staff houses.

•       Implement security recommendations given by the SC Security Officer.

•       Take responsibility of ensuring that all staff and visitors understand and adhere to office safe’ and security guidelines.

•       Ensure that office premises and equipment are kept in safe custody.

•       Ensure that HF radios are functional and that the laid down communication protocols are observed.

•       Ensure that security guards are regularly appraised on security procedures.

Human Resources Management

•       Be responsible for setting performance standards for staff in the department and support, supervise and review performance against the set work plans.

•       Support the HR Assistant to implement SC HR Policies and Procedures in the Burao Office.

•       Facilitate the identification of learning and development needs within Administration section and take initiatives to close capacity gaps

•       Coordinate and facilitate the coaching and mentoring processes of Finance and administration staff on improvement of service delivery.

•       Provide day to day supervision of the staff in the Finance and Administration department and coordinate their activities.

Planning, Budgeting and Reporting

•       Provide input in the preparation of the administration budget for Burao Office.

•       Prepare quarterly and annual departmental plans.

•       Take responsibility for ensuring that monthly financial reports for the office are produced within the required deadlines.

•       Take responsibility for production of admin and logistics reports within the required deadlines.

QUALIFICATIONS AND EXPERIENCEEssential:

·     Minimum three years practical experience managing a large programme in a complex emergency context, with a particular focus on [health, livelihoods, child protection, education, nutrition, or food security], in large international non-governmental organisation or other international relief/development body;

·     University degree in a relevant academic discipline;

·     Experience of managing the programme cycle, including assessments, project design, proposal and report writing, implementation, monitoring and evaluation;

·     Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;

·     Highly developed research, analytical, monitoring and evaluation, and report-writing abilities;

·     Sound financial management skills, particularly in budgeting and reporting;

·     Practical knowledge of current thematic issues and debates in developing countries, and of the major institutional donors such as ECHO;

·     Computer literacy, particularly in Word, Excel, and PowerPoint;

·     Strong communication, people management and interpersonal skills in English, with experience in leading multicultural, multi location, values driven teams;

·     Willingness to work and travel in often difficult and insecure environments;

·     Commitment to Save the Children UK’s global policies and values.

·     Ability to extract, interpret, analyse, and format data and to resolve operational problems in short time

·     Able to perform a detailed work and handle a large volume of work quickly accurately under time constrain

Desirable:

Masters’ degree in a related academic discipline.
