Zamzam Foundation is looking for Finance Manager

Zamzam Foundation is a non-governmental and not-for profit organization, established itself in the heart of the humanitarian emergency that followed the outbreak of the civil war in Somalia in 1991. Since then, we have grown to become the largest national humanitarian and development organization in Somalia with nearly three decades of experience providing relief and support services to those most affected by the joint forces of war and famine.

Position: Finance Manager

Contract Length: 12 Months

Location: Mogadishu

The job holder is responsible in providing a professional, coordination and managing Financial, administration and Logistics server delivering through financial planning and budgeting, accounting, support and ensuring that the operational business requirements are efficient and effectively managed according to the standards and procedures set by Zamzam Foundation.

Job Responsibilities

Accountabilities

Financial Management

  • Supervise the daily manage of accounting and finance functions including the timely recording of transactions, cash management, banking, staff cost, receivables, payables, bank reconciliation and timely updating in the system and ensuring that the period is locked in the system by 5th of the following months.
  • Ensure compliance with the financial policy and procedure manual, donor guidelines, procurement and HR.
  • Coordinate with other departments Procurement/HR/Programme to ensure timely payment of bills and staff salaries.
  • Ensure timely submission of accurate financial reports to the donors. Provide monthly management reports which will include income and expenditures by project/donor, balance sheet, cash flow statement, budget variance analysis and any other report to the management may request.
  • As the financial systems administrator (sign login details to finance team and ensure access control by limiting access to data as necessary. Update/Code the chart of accounts to easily map approved budget and ensure staff are trained on the use of system for efficient process and accurate timely report.
  • Lead the budgeting process, budget revision of existing projects, master budget for the whole organization and development of new project proposals in collaboration with the program team. Provide budget reports on monthly basis to the management for decision making.

Internal Control

  • Ensure that financial related records/information is accurate and is well maintained. This includes an overall planning, budget and control of expenditures including shared operational costs.
  • Ensure cost allocation schedules are in place, updated accordingly with all the relevant projects shared cost.
  • Review support documents before payment is made with the following parameters:
    1. Expenses are in line with the approved donor budget or the organizational budget
    2. It was incurred for the project or organizational activity to avoid ineligible expense
    3. It was incurred in the correct period as per the work plan
    4. It was properly authorized by the management
    5. It was properly procured in line with the procurement threshold by the donor/organization
    6. There is clear evidence of work done or activity undertaken.
    7. There is no alteration of dates or other details in the support documents
    8. There is logical sequence of dates in the support documents so that the dates are not conflicting”

Administration

  • Support the management to identify the gaps in Finance policies to improve policies and procedures and provide training for all issues related to local financial matters.
  • Support audits both internal and external audit, coordinate with the internal auditor to ensure required records/information are availed in time. Close any audit recommendation on time and ensure it doesn’t recur.
  • Develop technical skills of finance staff through on-job technical advice, coaching and mentoring.
  • Provide Technical support to other department such as and when required.
  • Ensure proper archiving of documents both physically and electronically.
  • Coordinate management/HR staff to obtain relevant local tax laws/requirements and ensure compliance of the same and ensure all taxes related to staff salaries are paid on timely manner to the relevant departments.
  • Any other duty that may be assigned by the management.

Experience and Qualifications:

  • Master/Degree in Finance/Accounting management, Economic
  • 5 + years of relevant work experience
  • Knowledge of Project Cycle Management
  • Working Knowledge of Donors requirements.
  • understanding of financial system and how it interacts with other operational systems to maximize its information generating capabilities
