PROGRAM DESCRIPTION

The USAID/Somalia Bar Ama Baro program works to increase access to quality education for a targeted number of out-of-school children and youth (ages 9-16) in specific regions of Somalia. The program will work to increase student enrollment in alternative basic education learning sites, improve their safety, improve learning outcomes and enhance the Federal Government of Somalia’s capacity to regulate them. The programs key performance areas are: IR1: Enrollment in AEPs increased; IR2: Safety of AEP learning environments improved; IR3: Student learning outcomes in AEPs improved; IR4: Government capacity to regulate AEPs enhanced; and Cross-Cutting Themes: Youth civic engagement strengthened.

POSITION SUMMARY

The Finance Officer will assist the Director of Finance in developing and managing the project’s financial systems. She/he will work under the supervision of the Director of Finance and will support him/her in all matters related to accounting, financial management, financial documents review, financial reporting, and review of procurement and other awards. She/he will also assist the Director in ensuring sufficient funds are available for effective and efficient implementation of project activities and support programs. Specific areas of responsibility include regular accounting/financial report preparation, review and submission to headquarters and cash flow management.  Some travel is expected.

REPORTING & SUPERVISION

The Project Finance Officer reports to the Director of Finance.

PRIMARY RESPONSIBILITIES.

Working under the supervision of the Director Finance, the primary responsibilities of the Finance Officer include, but are not limited to the following:

• Responsible for day-to-day accounting and financial management functions.
• Maintain project-related accounting and financial management records.
• Ensure compliance with all the donor, organization, and local policy and procedures
• Verifying supporting documents on trainings (accommodation and conference room hires, participants per diem and transport refunds, and flat rate accommodation (where applicable)).  Occasional travel to field to provide support during trainings, meetings, and conferences is expected.
• Assist in reviewing monthly teacher stipends.
• Assist in monitoring and tracking of procurement related expenses ensuring that they are submitted for processing in a timely manner.
• Support in the month-end and fiscal year end closing, specifically in reconciliation of ledgers and sub-ledgers, and ensuring completeness of supporting documents.
• Ensure that staff advances are liquidated in a timely manner, and maintain updated staff advance schedules.
• Submit scheduled and ad hoc reports.
• Undertake any other tasks assigned by the Director Finance.
