Position: Finance Officer

Reporting lines: Reports to the ANPPCANSOM Director of Operations

Duration: 5 months. Renewable based on performance

  1. Background

  ANPPCANSOM is Women and Child oriented local NGO that works in the Humanitarian and Development Sector and operates as a non-governmental, not-for-profit and non-partisan national institution. ANPPCANSOM Somalia is legal entity connected to the ANPPCAN Regional Office as one of the 28 ANPPCANS Chapters across the continent with principles policy directions aimed at effectively realizing its vision, mission and core values. The organization was founded by a team of Somali intellectuals who were concerned with the living condition of children and women in Somalia whose protective environment has been weakened more two decades of conflict resulting in the collapse of institutions at all levels. Hence, they decided to speak for and stand to support underprivileged groups. The institution is registered in Somalia (2008) as LNGO and has operational mandate in the country. 

  1. Job Summary

       Reporting to the Operations Director, the Finance Officer leads all day-to-day accounting and finance operations, with functional responsibility for accounting, accounts payable, payroll, and grants administration. Responsibilities also include production of financial reports; proper maintenance of accounting records and accurate processing of financial transactions; The Finance Officer supervises the accounting department.

  • Duties and Responsibilities
  1. Supervising and exercising budgetary control on organizational finance, maintaining petty cash book and vouchers, reconciling payment records with activities and preparing new disbursement.
  2. Maintain system of accounts and keep books and records on all financial transactions.
  3. Support in preparation of management reports, income statement, balance sheet, budget variance report, projections & forecast, and cash flow.
  4. Maintain control of general ledger, accounts payable, expense reports and billing
  5. Ensuring and updating on Quick book system on Monthly basis
  6. Supervise the preparation of payment vouchers and receipts, travel vouchers, cost-tracking and bank reconciliation, payroll, time sheets, and payroll reconciliation.
  7. Ensure adequate controls over cash and bank are constantly monitored & updated
  8. Prepare quality financial report on time for every project
  9. Participate in preparation of budget plan and proposals
  10. Ensure that all financial transactions are processed accurately and in a timely manner.
  11. Manage, oversee, process (as appropriate), and act as backup for processing payroll, accounts payable, budget variance analysis, cash and bank reconciliations report.
  12. Perform month-end closing procedures, including overhead allocations, account reconciliations, and updating schedules.
  13. Supervise and maintain an orderly accounting filing system.
  14. Provide training on budgeting and other finance-related skills to budget holders
  15. Issuing, coding and managing purchase orders and Cheque books
  16. Check the petty cash floats to ensure all accounting and security precautions are met.
  17. Ensure sufficiency of funds in the bank accounts and cash by liaising with partners.
  18. Prepare quality donor report as per grants agreement with guidance of project budget
  19. Participate in procurement committee meeting and giving guidance concerning the approved budget and financial status of the company being accessed accordingly if the DoO is assigned to him/her
  20. Assist in production of cash flow reports, annual budget, and forecasts.
  21. Assist to provide budget variance analyses as needed for all projects.
  22. Assist to develop financial management mechanisms that minimize financial risk.
  23. Assist in management of project grants reporting, compliance, and reconciliation

  1. Qualification and Experience:
  • University degree in Accounting, Finance, Business Administration. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • 3-Years relevant work experience at least 2 of which involve the similar experience of finance officer of NGOs Projects.
  • Computer Proficiency, including knowledge of MS Office products (Word, Excel, Power Point, Windows XP, Adopt and Photo shop).
  • Good Knowledge of relevant accounting system is added advantage.
  • Excellent Skills in handling financial resource, budgeting, accounting and financial and narrative reporting.
  • Language: Fluent in English and Somali
  1. Skills and Competencies:
  • Excellent communication skills, highly articulate verbally and in writing.
  • Strong interpersonal, influencing, and negotiating skills experience.
  • Well organized and capable of meeting deadlines
  • Highly computer literate.
