Background

The Somali Red Crescent Society (SRCS) is an independent, non-political humanitarian organization founded in April 1963 and was established with presidential decree No. 187 in 1965. The ICRC then recognized it in 1969 and became a member of the International Federation of the Red Cross and Red Crescent Societies in the same year.

Purpose

The SRCS FA Program aims at providing timely and effective first aid services during emergencies, in accordance with the Fundamental Principles of the International Red Cross and Red Crescent Movement. This involves activities such as training of first aid volunteers and communities, as well as maintaining specialized teams which are ready to deploy in case of medical emergencies. Generally, all these activities require planning, coordination, and participation in the implementation of the of first aid trainings for both branches and communities.

General activities

The SRCS First Aid Program Assistant (FAPA) at the coordination level is responsible assisting the First Aid & Prehospital emergency care Manager with the implementation and follow up of the SRCS First Aid Program. The SRCS FAPA will primarily be focused on ensuring the administrative upkeep and accuracy of FA program statistics and records, providing program and project implementation support and maintaining frequent communications with the wider FA network around Somalia.

Responsibilities:

  • Maintains a First Aid database, including training, activity, response and Ambulance responders and volunteer details
  • Tracks and reports on branch stock levels, regularly communicating with First Aid Focal Points, First Aid & PHEC Manager and ICRC First Aid Field Officers
  • Provides administrative support to First Aid and Prehospital Emergency Care projects and regular First Aid program activities
  • Assists the First Aid Manager in the collection and collation of training, activity and response data and Communicates frequently with First Aid Focal Points to ensure the accurate upkeep of training and response records
  • Should work and supervise the use of the excel and hard copy PCR by the dispatchers and the FA volunteer responder team for all the traumatic & Medical responses
  • Supervise, monitor and report FA & PHEC projects vehicles & MRUs maintenance, fuelling and mileage sheet are correctly filled and used in the all the SRCS FA program vehicles
  • Follow-up and supervise the Ambulance responders attending sheet, shifting schedule, absence without apologies and disciplinary measure that should be subjected to the offenders of the SRCS terms and HR polices and keep on updating the list of the responders in the database
  • Follow-up and supervise response interventions made by the AR, Community FA trained and Volunteer responders and assure that the incident reports are sent to the FA & PHEC Manager, ICRC FA team and SRCS Management
  • Ensure that appropriate first-aid supplies are available at the SRCS branches and closely supervise and report the stock levels of Mogadishu, Galkayo, Dusamareb and Kismayo and other branches to avoid rupture that can impacted the AR and VR not to respond to potential emergencies that strike at the regions
  • Supervise and monitor First aid kits, dressing sets, FA supplies & FAPHEC advance equipment ordering process and shipments to the SRCS branches in liaising with the ICRC FA& PHEC Field officer and SRCS Logistics Manager. And assure once items are received the goods receipt note are filled and sent to the FA & PHEC Manager, SRCS Logistics and ICRC FAPHEC field officer for the confirmation of the items received details and quantity. And he/she should assure all the FA& PHEC supplies are properly stored in safe and in standard principles
  • Ensure and supervise the Beacon and dispatch tools and communication materials (Computer, Handsets, Beacon mobiles phones) are properly handled and stored) and any negligence and misuse should be documented and accounted for the person on shift and the FA focal point
  • Ensure, implement and monitor the driving induction training for the Ambulance responders up until each and every person in the person can be full and reliable driver and responders
  • Monitor and follow-up that all the responders are issued ID cards and renewed after it gets expired and also the responders are having valid passport and license
  • Supervise and monitor the P.P.E materials (protective boots, jackets, T-shirts & trousers) for the responders are enough in stock and propose P.P.E materials for the newly recruited members and request replenish for those worn out for local or international supplying/purchasing
  • Responsible for the FA & PHEC program monthly report and other activities in the absence of the FA & PHEC Manager from the office
  • Flexible and accepts other additional task that are assigned to him by the FA&PHEC Manager and SRCS Management team

Skills and Competencies  

  • Is aware of the SRCS objectives and activities
  • Understands the Movement mandate and is able to communicate it to interlocutors or beneficiaries/audiences
  • Understands the three components of the Red Cross/Red Crescent Movement
  • Respects and observes the staff regulations of the SRCS

Experience and Knowledge

  • University degree or other equal certification
  • Good command of Microsoft Word and Microsoft Excel is required
  • Experience in the field of Pre-hospital/hospital care an asset
  • Excellent program implementation skills
  • Good communication skills
  • Fluency in spoken and written English & Somali
  • Knowledge and experience of First Aid is an added value
  • Knowledge and experience of Red Cross Red Crescent is also and added value
  • Age: 28 – 50 years inclusive
