BACKGROUND OF THE PROJECT

The Federal Government of Somalia (FGS), through the National Bureau of Statistics (SNBS), has received a grant from the International Development Association (IDA) to finance the Somali Integrated Statistics and Economic Capacity Building (SISECB) Project.  The proposed project aims at strengthening the country’s national statistics system, the monitoring and evaluation (M&E) system, and improving programing and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly assess, analyze and improve their public policies and programs performance and results. Specifically, the project aims at (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity. The proposed project will be funded jointly by the World Bank and other development partners

 

In order to achieve the objective of developing a national statistical system which is responsive to user needs and which engages users more in the planning, governance and monitoring, and evaluation of statistical services, the currently plans to conduct users – satisfactory Survey in 2021.

The objective of the assignment is to collect information regarding the level of satisfactions with the statistics produced by SNBS and MDAs benefiting from the SISEPCB project; the information will help improve SNBS strategy in ensuring that all the statistical users are getting the statistical information that satisfy their needs.

The consultant is expected to design and conduct a user satisfaction survey, using a standardised questionnaire, directed at users of statistics and SNBS products. This should be combined with qualitative interviews with key users (important stakeholders).

The proposed duration for the assignment is two (2) calendar months from starts date.

The Somalia National Bureau of Statistics now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). The shortlisting criteria are as follows:

  1.  Core business of the firm and years in business.
  2. Specific experience in successfully implementing similar assignments (in statistical data collections, analysis and reporting, a minimum of 3 years recent experience in the conduct of similar surveys or any national surveys)
  3. Experience of relevant services in an environment similar to that of Somalia (Demonstrate experience in user satisfaction survey with similar environment as in Somalia).
  4. Technical and managerial organization of the firm (provide only the structure of the organization, general qualification and number of key staff). Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage.

Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, current edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
