Organizational Setting

The Position:

The GBVIMS position is located and open for Somali nationals based in Mogadishu, Somalia

and reports to the Gender specialist.

Main Tasks & Responsibilities

Job Purpose:

Under the direct supervision of the UNFPA Gender/GBV specialist, the National Coordinator-

GBVIMS will work closely with the other GBVIMS Coordinators in the 3 zones of Somalia.

The GBVIMS will oversee the daily operations of GBVIMS Task Force; b) coordinate, monitor,

guide reporting and implementation of the capacity enhancements priorities of GBVIMS for

DGOs and regional coordinators. In addition, the Programme Coordinator-Gender and

GBVIMS will provide technical support to the gender unit as well as support the Joint

UNFPA UNICEF Programme to Eliminate FGM and GBV AoR operations as required.

You would be responsible for:

1. Coordination:

  • Provide all technical and coordination support needed to the field GBVIMS Coordinators as well as Capacity Building Officer;
  • Participate in GBVIMS coordination meetings at the field and national levels
  • Ensure ongoing communication between the GBVIMS Task Force at the national level and key GBVIMS stakeholders at regional level;
  • Support GBVIMS Task Force Chair for the Task Force meetings and other Task Force relate activities;
  • Develop and maintain an information management system at the national level by producing monthly and quarterly internal and external reports;
  • Coordinate and participate in GBV AoR coordination meetings at the national level
  • Maintain updated intake forms and incident recorders and ensure they are contextualized to local context;
  • Ensure members have signed the national information sharing protocol and are submitting the report on a monthly basis;
  • Work in collaboration with the GBV working groups at field level and national level to utilize analysis generated by the 5Ws and other GBV reports as available by partners;
  • Assist with any other issues related to the coordination of the GBVIMS and GBV AoR.

2. Capacity Building:

  • In coordination with the GBVIMS Task Force and the field-level GBVIMS Coordinators, encourage organizations and agencies to use the GBVIMS through technical support, trouble shooting, training and quality assurance;
  • Identify capacity building gaps for DGOs for GBVIMS and case management, propose capacity plan and implement.
  • Strengthen awareness about GBVIMS in other clusters and at management level in the field in collaboration with the field-level GBVIMS Coordinators and Capacity Building Officer

3. Information Analysis and Reporting:

  • Lead the process of updating/revising the Information Sharing Protocol (ISP) as needed;
  • Ensure timely submission of regional reports for input into the quarterly consolidated GBVIMS report at the national level;
  • Collate, develop and produce GBVIMS quarterly report and disseminate to DGOs and ISP signatories;
  • Provide data input into the SG/CRSV and other reports in accordance with the provisions of the ISP;
  • Respond to requests for data from partners and act to provide data or otherwise in line with the provisions of the ISP;

Other duties

4. Support to the Joint UNFPA UNICEF Programme to Eliminate FGM

  • Work closely with UNFPA Gender/GBV specialist to strengthen the planning, monitoring and reporting to the DFA platform.
  • Provide technical support and guidance needed to the JP partners to facilitate reporting, monitoring and evaluation of Joint Programme activities.
  • Ensure JP activities are implemented in line with Annual Work Plans (AWPs) for FGM partners if and when requested.

5. Support to the operations of the Gender Unit

  • Develop quarterly and annual GBV bulletin in collaboration with UNFPA GBV Programme personnel on Programme implementation arrangements with Gender implementing partners ensuring WP are captured in the atlas system.
  • Provide administrative support in preparations of Programme work plans and budget on Programme implementation arrangements with Gender implementing partners ensuring WP are captured in the atlas system.
  • Support in the planning, organization and delivery of UNFPA GBV national and regional initiatives as required
  • Provide technical support in monitoring and reviewing and finalization of eFACE forms for Gender implementing partners.
  • In close coordination with UNFPA Gender/GBV specialist follow up with GBV AoR partners on their timely participation and provision of inputs in coordination meetings as well as conducting assessments, service mapping, at national and field level.
  • Represent UNFPA at GBV/Gender meetings/fora as required.

Qualifications and Experience

Qualifications and Experience

  • Master’s Degree or equivalent in Social Sciences, International Development or related field with 2 years of experience; or
  • A first level university degree with a combination of relevant academic qualifications and experience or other related field may be accepted in lieu of the advanced university degree with 4 years of experience.

Education:

  • 2 years of experience in Programme management, preferably including at least three years of implementing a GBV Programme in humanitarian context;
  • Experience in information management, database development, usage and management;
  • Demonstrated capacity to analyze data/statistics for humanitarian operations and advocacy
  • Previous experience with GBVIMS is preferred.

Languages: Fluency in both spoken and written English and Somali is essential.
