Location: Hargeisa, Somaliland with frequent field visits including Puntland and South Central Somalia.

Oxfam’s work in Somalia and Somaliland covers both humanitarian and development spheres, with most programming delivered in Hargeisa and eastern Somaliland, both directly and with partners. The humanitarian component focuses on delivery of water, sanitation and hygiene (WASH), food security (particularly cash grants) and protection, in response to persistent, intense drought that has decimated livelihoods – primarily pastoralism, and caused mass displacement. The development component focuses on women and youth empowerment, economic inclusion, influence in decision-making and access to justice, primarily through three multi-year programmes.

The Roles

Oxfam in Somalia and Somaliland is looking for competent persons to join our dynamic, innovative and committed team in the following positions:

Job Purpose: Support and advise Oxfam and partners in delivering gender-sensitive and gender-responsive programming for affected communities in project areas in Somalia/land. Lead on identifying and analyzing gender issues across all programmes and developing strategies for gender equality programming in both developmental and humanitarian programmes. Build the capacity of Oxfam and partners, community volunteers and women’s rights organizations over time, providing regular gender and women in leadership trainings, and mentoring as required. Support the improvement of quality of development-humanitarian interventions by Oxfam and partners in Somalia/land. Ensure lessons learned and improvements suggested from activities are implemented and to facilitate learning and knowledge management across Oxfam programmes, with partners and external organisations. Represent Oxfam at external fora on areas of work, influence the sector and contribute to broader influence of humanitarian sector as a whole. Build evidence on change and acceptance of women in leadership for shared learning and to feed into gender influencing efforts, working closely with the influencing teamTo ensure promotion of Oxfam safeguarding policies at different levels. 

Key Responsibilities and Accountabilities

Provide support and coordinate the activities of gender program, including development, adaptation and monitoring of tasks and deliverables. The role also includes giving technical support to gender sensitive programme design and implementation, carrying out technical visits, supporting proposal and report writing processes

Provide support for the delivery of and gender mainstreaming in development and humanitarian programmes and integrate basic gender activities into Oxfam responses as appropriate.

Provide practical advice and support to key programme staff to translate Oxfam’s Gender in Emergencies Strategy into effective humanitarian programming, influencing and strategy development, adapted to specific contexts and issues and supporting an enabling organizational environment.

Implement ongoing strategic gender analysis at field-level, national-level, internal and external analysis in different gender aspects, lessons from programme experience to inform programme development, implementation and policy/advocacy. This will involve pulling together field level analyses alongside national policy to give a national-level understanding.

Lead the management and coordination of a gender in emergencies project across the humanitarian-development programmes. Responsibilities include but not limited to: planning and managing grant outputs, close coordination with Oxfam teams and project partners/women’s rights organizations, reporting and supporting further proposal development where needed.

Contribute to development of national humanitarian strategy from a gender standpoint, taking into account issues raised in the national gender analysis as well as global gender strategy. This strategy should provide a basis for programme development and fundraising.

Lead capacity-building on gender issues for Oxfam staff and partners, linking with national, regional and humanitarian department capacity-building initiatives. This includes on-the-job accompaniment and mentoring, training and advisory support.

Maintain links with other areas of Oxfam programming in Somalia/land (WASH, EFSVL, development programmes and advocacy teams) to ensure complementarity and integration where appropriate.

Plan and manage gender standalone grants including report writing and proposal development and review.

Bring in and manage additional technical gender expertise as required, through either accessing head office advisory support or external consultancy support, coordinating with programme teams and developing and managing terms of reference.

Support HR teams to ensure that gender requirements for staff are reflected in inductions and performance management frameworks (recruitments, role objectives, performance appraisals, etc).

Support MEAL processes and activities to integrate gender and to gather lessons relating to these areas.

Take forwarded the Gender justice goal of Oxfam Country Strategy by operationalizing the broader objectives into practical program framework and its roll out.

Represent Oxfam externally: develop alliances with agencies working in the field of gender with a view to enhancing coordination, and adopting complementary approaches including active participation in relevant GBV coordination fora and planning mechanisms. Actively engage with other agencies i.e. UN, INGO and NNGOs to promote gender agenda while using strong contextual understanding to advocate for gender related issues.

Work with women groups, CBOs and local authorities in programme areas to enhance understanding of gender and gender issues.

Document and share good practices and innovations on gender work

Actively participate in Oxfam’s internal gender in emergencies community of practice and contribute to Oxfam’s global strategic thinking on gender.

Comply with all relevant Oxfam policies and procedures (child protection, health and safety, code of conduct, anti-corruption, equal opportunities and other relevant policies) with respect to gender,

Maintain awareness of the operating context and ensure that programs adhere to Do No Harm principle, remain conflict sensitive and non-biased, and develop strategies to address gender and disability discrimination

Be familiar with and abide by Oxfam’s Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes/protocols (e.g. Sphere Minimum Standards and InterAction Field Co-operation Protocol).

Strengthen safeguarding systems, processes and actions at country office level.

Work with safeguarding focal persons’, HR and partnership team to train staff and partners related to safeguarding, gender at workplace, in programming and support systems

Technical Skills, Knowledge & Experience

University Degree in gender studies, development studies, social sciences, social work, law or other relevant field. 4 to 7 years of management experience in an INGO environment, including experience directing and implementing gender mainstreaming or gender stand-alone programs in emergency setting. Good understanding of the context and gender issues/gender programming landscape in Somalia/land. A solid understanding of gender issues and enough field experience in similar settings to design and implement innovative, appropriate solutions with a focus on program delivery and capacity building in complex emergency situations. Ability to analyse information, evaluate options and to think and plan strategically. Experience in programme management and coordination. Ability to prepare draft reports against expected results and indicators with minimal supervision. Experience of working with local partners and women’s rights organizations, including evidence of previous partner mentoring/support. Demonstrable commitment to humanitarian principles and accountability frameworks, especially in working with very vulnerable populations. Ability and commitment to work effectively with people of diverse backgrounds and under difficult and challenging environments. Flexibility and a sense of humour – ability to work, live and thrive under challenging circumstances. Proven team work with ability and willing to learn from others with, excellent interpersonal, communication and presentation skills. Commitment to and understanding of Oxfam’s aims, values and principles including rights-based approaches. Proven analytical skills and ability to think strategically, including the ability to think beyond the local programme context and to act within a regional framework. Fluency in English and Somali languages.
