Organizational Setting
The Position:
The Gender and Youth Programme officer ensures the effective management of UNFPA activities in the areas of gender and youth. S/he supports project formulation and evaluation, joint programming initiatives and national development frameworks. You will lead the state programme team and collaborate with the CO’s thematic leads, operations/administrative support staff.

Main Tasks & Responsibilities
Job Purpose
Under the overall guidance of the UNFPA Deputy Representative, the direct supervision of the Assistant Representative/ Head of Puntland office,and the techical supervision by the National Coordinator Youth Programme, the Gender and Youth Programme officer provides programmatic and technical support and coordination to ensure strong partnership and collaboration with the UN as well as with national/international counterparts in a comprehensive multi-sectoral survivor-centered prevention and response to Gender-Based Violence (GBV) programming and integrated innovative youth interventions.
You would be responsible for:
- Partnership and Coordination
- In collaboration with Government counterparts, NGOs and other partners, the Programme officer oversees the formulation and design of the sub-office programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures.
- Oversees project implementation, establishing collaborative partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs, and addressing training needs of project personnel.
- The Gender and youth programme is to co-chair the GBV Sub-Cluster and Youth Sector coordination with relevant ministries of Women Development and Youth, and oversees the task forces that reports to the sub-cluster.
- Act as the focal person of the GBV Information Management System
- Participates in the coordinating platforms on integrating ASRH concerns in humanitarian programming.
- Technical support and Programming
- Provide technical support in collaboration with respective thematic leads in developing and implementing a Multi-sectoral and coordinated GBV prevention and response programmes to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation.
- Take overall responsibility for managing the Gender and GBV development programmes; GBV coordination, prevention, response and mitigation programmes of UNFPA in the respective zone
- Keep abreast with UNFPA global and internationally research and agreed on norms, standards, and innovations in advancing gender equality and women’s empowerment in Somalia
- Provide strategic leadership and technical guidance for policy and strategy development, and implementation related to adolescents and youth in the state, such as child marriage, adolescent pregnancy, ASRH services, comprehensive sexuality education, youth participation and leadership.
- Undertakes follow up actions on programme implementation interventions and prepares reports. Drafts changes in the programme work plans, as required
- Support programming funds in the GPS in the ATLAS system, and also monitoring budget spending limits through COGNOS reports.
- Policy dialogue/ advocacy and Resource mobilization
- Reviews the political, social and economic environment relevant to population and development, Youth reproductive health and gender, and pursues opportunities for UNFPA assistance and intervention. Assesses implications of new policy developments and strategies on programme execution and ensures appropriate implementation.
- Participates in advocacy and resource mobilization efforts of Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information events.
- Ensures the creation and documentation of knowledge about current and emerging population development trends, RH and youth gender issues, by the programme team through the analysis of programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and uses this knowledge for information sharing and planning future strategies.
- Assists in writing proposals and engaging in resource mobilization efforts to support joint programming and the UN Delivering as One initiative.
- Provides technical support to the development of relevant legislative, policy and advocacy documents to address GBV and youth concerns in the context of broader gender (inequality) issues.
- Monitoring, Evaluation and Reporting
- Analyses and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action.
- Prepares implementing partners annual and other periodic work plans, monitors and evaluates progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results, and documents and applies lessons learnt to close the gaps.
- Monitors projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels, and coordinates timely delivery of quality project and financial reporting.
- Undertakes regular monitoring missions and meetings with relevant actors including project partners in assessing youth needs, GBV trends, patterns and advises on the prevention and response strategies.
- Document lessons learnt and participate in dissemination to relevant partners.
- Carry out any other duties as may be required by UNFPA leadership and thematic leads.
Qualifications and Experience
Education:
Master’s Degree or equivalent in Gender, Health, Population, demography and/or other related Social Sciences related field;
Or;
A first level university degree with 3 years experience combined with relevant academic qualifications and experience may be accepted in lieu of the advanced university degree.
Knowledge and Experience:
- Three years professional experience in the field of development and population activities, with experience in programme/ project management.
- Demonstrate experiences in working with government partners.
- Ability to liaise and affiliate with other UN agencies, Donor, NGO and the Government working in the area of Reproductive Health programme.
- UN common system experience, especially field experience, is desirable.
Language: Solid command of spoken and written English and Somali language is essential.
