Role Purpose:
Under the general direction and guidance of the Gender Equality (GE) and Gender-based violence (GBV) Technical Specialist and Deputy Director of Programme Development and Quality, the Gender Equality (GE) and Gender-based violence (GBV) Coordinator will support gender equality and GBV mainstreaming across sectors; oversee the implementation of gender-related activities with the leading sector’s program managers; conduct GE analyses and consultations; ensure SCI programs are mainstreaming, mitigating and responding to GBV; facilitate capacity building and trainings on gender equality and GBV response and mitigation; develop and agree on actions to address priority gaps on gender and GBV programming with the programs managers, and sectors’ technical specialists. |

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Under the general direction and guidance of the Gender Equality (GE) and Gender-based violence (GBV) Technical Specialist and Deputy Director of Programme Development and Quality, the Gender Equality (GE) and Gender-based violence (GBV) Coordinator will support gender equality and GBV mainstreaming across sectors; oversee the implementation of gender -related activities with the leading sector’s program managers; conduct GE analyses and consultations; ensure SCI programs are mainstreaming, mitigating and responding to GBV; facilitate capacity building and trainings on gender equality and GBV response and mitigation; develop and agree on actions to address priority gaps on gender and GBV programming with the programs managers, and sectors’ technical specialists.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions:
Save the Children International (SCI) has been working in Somalia for almost 70 years. The Country Office has over 500 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bosasso, Garowe, Galkayo and Gardo in Puntland; Beletweyne, Adaado, Abudwak, Baidoa, Kismayo, Dhobley and Mogadishu in Central South Somalia). In 2020, with an annual spent of US$117 million, we reached more than 3 million people through our humanitarian and longer-term development work in Child Survival (Health, Nutrition, Water, Sanitation & Hygiene (WASH)); Education; Child Poverty Reduction; Child Protection; and Child Rights Governance. The Country Office manages more than 70 active awards from a range of governmental/institutional donors, including DFID, ECHO, EU, FFP, OFDA, and DANIDA being some of our largest.
The role involves extensive field work, training material development and training delivery on gender equality, behaviour change and GBV programming. This role works closely with Protection team, MEAL team, in country and Save the Children Canada remotely.
KEY AREAS OF ACCOUNTABILITY:
Program Implementation and Quality
Oversee the implementation of gender-related activities of the projects in collaboration with other leading programs’ teams, including conducting gender assessments and organizing trainings;

ROLE PROFILE
In conjunction with projects teams, undertake regular field trips to schools and reading camps to check field-based gender mainstreaming activities and advise on monitoring and reporting on emerging gender-related issues;
Support quality implementation across all sectors and field offices by ensuring adequate staff capacity, adequate technical support supervision, and regular review of programs/projects.
Offer roving support to programs’ teams through our field offices and partners supporting program quality of Save the Children’s humanitarian interventions;
Ensure programs incorporate Save the Children’s gender equality principles and minimum standards on gender equality in humanitarian response ((The Inter-Agency Standing Committee (IASC) Gender in Humanitarian Action, IASC Guidelines for Gender-based Violence, etc), including helping establish gender-sensitive complaints response mechanism and responding to signs of abuse/ sexual and gender-based violence (SGBV).
Work collaboratively with all sectors on ways to mainstream gender and GBV mitigation, where relevant, to maximize impact for girls, boys, and persons with disabilities;
Work with the Program Managers and Awards Management Unit, support the preparation of high-quality donor reports. Where projects/programs are implemented in multi-locations, support the consolidation and sharing of reports with the Gender Equality and GBV Technical Specialist;
Support in developing guiding mainstreaming tools in local language to help program teams in implementing gender-sensitive interventions;
With support from the Gender Equality and GBV Technical Specialist and Head of Meal support the process of lessons learning to ensure high-quality programming, coordinating the collection of documentation across all the program areas.
Program Design & Development
Contribute to the development and update of the Gender Equality Action Plan, GBV Mainstreaming Plan and Inclusion of children with disability Plan, ensuring consistency with Country Strategy Plan, SCI global Gender Equality Policy, SCI Protection from Sexual Exploitation and Abuse (PSEA) Policy, and with Save the Children’s theory of change;
Support in ensuring that developed concept notes and proposals are at minimum gender-sensitive, according to SCI Gender Marker;
Develop innovative ideas and interventions to mainstream gender and GBV mitigation across sectors that are relevant to Somalia/Somaliland context and culture;
Lead and support processes of conducting gender-sensitive assessments and analysis whenever needed to inform and ensure that findings are appropriately reflecting the different needs of girls, men, women, and boys in the field;
Coordinate program design and development processes in the field with beneficiaries, sectoral staffs and local authorities to build consensus on the needs, interventions, target locations and ensure that required information is shared for program design and development;
Advocate externally and internally to promote gender equality, protection from GBV, and girl’s empowerment outcomes;
Ensure lessons learned inform the design and implementation of new projects/programs.
Monitoring and Evaluation
Support the collection and analysis of sex- and age- disaggregated data (quantitative and qualitative) as well as streamlining the needs assessment, collection, and analysis so that it can be more effective in meeting beneficiary needs;
Support knowledge sharing across sectors, and ensure that monitoring and evaluation results are understood and used to improve programs in the field;
Conduct periodic monitoring of our programs, including the Global Affairs Canada (GAC) funded humanitarian projects to gauge the effectiveness of gender equality mainstreaming with recommendations (and implementation thereof) for program improvements;
Work with the Gender Equality and GBV Technical Specialist to develop program quality assurance tools, such as quality benchmarks, program-level indicators, and quality checklists for use in spot checks;
Conduct regular visit to project sites to ensure that teams are appropriately supported to implement quality programs;
Responsible for ensuring that the organization delivers on all internal SCI gender requirements in a timely manner and with high-quality information, including leadership of reporting on gender mainstreaming Key Performance Indicators (KPIs).
Capacity Building & Teamwork
Conduct capacity gaps assessment to identify staff, partners, and stakeholders training needs;
Provide relevant capacity strengthening on gender equality principles and tools for staff, partners, beneficiaries, as well as civil society and government actors;
Support and lead the development of gender and GBV learning agenda as part of the Somalia/Somaliland program learning agenda;
Provide ongoing technical support to staff, partners, and other humanitarian actors to improve the quality of our interventions;
Facilitate the development and implementation of detailed annual work plans and key quarterly deliverables for projects by field teams;
Actively support team cohesion and a positive work environment.
External Relations
Maintain strategic links with key duty bearers and stakeholders such as governmental bodies, UN agencies, INGOs, and other local NGOs and community organizations, identify opportunities and ensure
Save the Children’s participation in key activities of the national and local level;
Represent and advocate for Save the Children in clusters and other interagency fora to ensure Save the Children is seen as the lead international agency in terms of innovation and quality of implementation;
As assigned by the Gender Equality and GBV Technical Specialist, represent Save the Children and actively engage in the Sub-clusters & Working Groups related to gender equality and GBV mitigation;
Work with the Gender Equality and GBV Technical Specialist to clearly articulate advocacy messages for the Somalia/ Somaliland Country Office.
General
Provide oversight and guidance to the programme implementation teams to ensure that thematic programme components are technically sound, implementation methods are consistent with national and global strategies, acknowledged good practice including Save the Children’s Gender Related Common
Approach and are likely to achieve scale, as well as equitable and sustainable results.
Deputise for the Gender Equality and GBV Technical Specialist as shall be requested from time to time.
Perform any other related roles/duties as may be assigned by the Gender Equality and GBV technical Specialist from time to time.

QUALIFICATIONS
Humanitarian professional with a Bachelors’ degree in gender, law, social work or relevant field, or equivalent qualification.
EXPERIENCE AND SKILLS
Essential
Significant professional experience of at least 4 years, including experience working at a management/implementation or technical level on gender, protection, and GBV mitigation mainstreaming for international NGOs;
Excellent understanding of equality, gender mainstreaming, women’s economic empowerment, PSEA, and GBV Guidelines in humanitarian context;
Clear understanding of the intersection of gender and GBV with other thematic areas;
Strong commitment to capacity building of staff and partners with a willingness to adopt participatory and consultative approaches;
Ability to compile narrative sections and thematic budgets for proposals; ability to edit/write narrative reports with reference to financial reporting;
Highly developed interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language considerations;
Fluency in English, verbal and written, required;
Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.
Desirable
Experience writing donor funding proposals for large institutional grants above US$1 million;

Experience working and living in complex environments, ideally with professional experience in the East Africa, particularly Somalia/Somaliland;
