IDLO IN SOMALIA
The International Development Law Organization (IDLO) has extensive experience and a good track record of implementing successful rule of law programs in conflict and post-conflict contexts like Somalia. Since 2012 IDLO has been working with government authorities at both the federal and state levels as well as key justice institutions and the informal justice system to enable them to fulfil their core functions, improve governance and strengthen access to justice for citizens, particularly for the most vulnerable. IDLO’s programs aim to promote the rule of law in Somalia across a number of areas, including institution building, policy and legal reform, access to justice and human rights, stabilization and countering violent extremism.
THE ASSIGNEMENT
IDLO, in collaboration with the Ministry of Justice of the Federal Government of Somalia and the Ministries of Justice of the Federal Member States (FMS), is promoting the establishment and operationalization of ADR Centers in the country to deliver justice at community level for the benefit of the Somali population and, particularly, the most vulnerable categories, such as women. An active engagement of women’s group and leaders with the ADR centers can promote women’s awareness on ADR Centres’ services, monitor the delivery of fair justice services and increase the accountability of the adjudicators.
To this end, through the support of the respective Ministries of Justice, IDLO plans to identify and bring together local women, including women politicians, administrator and women’s groups working on women’s access to justice, and, in as much as they are not part of these, women adjudicators and paralegals. The aim of these sessions, mixing characteristics of a training with those of a workshop, will be to familiarize them with the work of the ADR Centers, to foster their leadership and advocacy skills, and create or strengthen a network between the participants to allow them to work together effectively and in mutual support to enhance inclusivity of ADR Center dispute resolution. At the end of the training:
- Participants will have a clear understanding of the ADR centers and procedures and their role in promoting the respect of women’s’ right in the traditional justice at community level;
- Participants have fostered their legal awareness and capacity to advocate for an equal and fair treatment in justice, with a focus on the ADR centers;
- Participants have fostered their capacity to interact with ADR adjudicators and women’s justice seekers
- A link between ADR centers and participants will be established under the guidance of the respective ADR Coordinators.
THE POSITION
Deliverables
The Trainers/Facilitator will be expected to deliver the following:
- Assessment and preparation of training/ workshop material: 4 days
- Delivery of 3 trainings of 4 days each (in different project locations): 12 days. The number of the trainings can be revised based on the health situation and security circumstances.
- Compile one comprehensive report for the three training. The report shall include an evaluation of the learning gain of participants and provide recommendations on the way forward: 1 day
The consultancy shall be delivered in July 2021 for an estimated total number of 17 working days.
Methodology
MOJ will identify the participants among women with a relevant role at community level. Women should ideally come from the communities where the ADR have been opened.
The trainer will promote a participatory approach, group discussions and role play to facilitate legal awareness raising, engagement, discussion and sharing of experiences. The trainer will advise if the proposed areas can be further developed or integrated with additional topics.
THE IDEAL CANDIDATE PROFILE
Education and Work experience
- Advanced University Degree in Gender or Law
- A minimum of 5 years of practical experience in developing contents and delivering trainings, management of workshops on gender, human rights, women empowerment;
- Previous experience in working at community level, particularly on legal awareness and community mobilization.
- Previous experience of working in Somalia is mandatory.
Languages
- Fluent oral and writing skills in English and Somali.
Other competencies
- Highly organized, very good analytical and communication skills;
- Very good knowledge of International Human Rights standards, Somali Provisional Constitution, and national laws, Sharia law with specific reference to women’s rights;
- Familiarity with the Somalia context and in particular with the Somalia customary justice system.
- Ability to interact and engage with government representatives, CSOs and stakeholders;
- Proficient in utilizing standard industry technology, including Microsoft Office and related software;
- High skills in advocacy, mediation and conflict resolution.
- Enthusiastic and proactive attitude in building partnerships with a broad range of stakeholders and driving results, including at the senior level;
- Keen sense of ethics, integrity and commitment to IDLO’s mandate;
- Ability and willingness to travel across Somalia.
