Human Appeal has been operating in Somalia since 2016 with pilot projects through local partners, however, the country office was officially established in in March 2017 and since then, the CO has been supporting the affected populations and people in need in the country through FSL, WASH, Health, Shelter/NFIs, Nutrition, Protection and Orphan & Child Welfare. Our skilled local teams are able to access some of the most hard-to-reach places in the world, at their most vulnerable of times
MAIN JOB PURPOSE
Human Appeal is currently recruiting a qualified Medical Doctor in the capacity of Health Officer for a 3-month cataract campaign in Somalia who will oversee the implementation of the cataract campaign activities under AFAB program.
The Alliance to Fight Avoidable Blindness (AFAB) is a Partnership Program between the Islamic Development Bank (IsDB) and Human Appeal, with a close coordination with Ministry of Health aiming to address preventable and curable blindness in IsDB member countries including
Somalia. Their goal is to improve the quality of life and socio-economic status of individuals with visual disabilities. This partnership will strengthen the overall healthcare system in Somalia.
Furthermore, Human Appeal is pursuing to expand its health department and working towards extending its health program to cover the entire country of Somalia. This expansion is being pursued in collaboration with existing donors and government line ministries. Currently, Human Appeal has ongoing Primary Health Care interventions in Banadir and Gedo, which serves as a foundation for their plans to broaden their health portfolio and reach a larger population in need.
The Health Officer will be responsible in planning, implementing, monitoring and reporting the health programmes in close coordination with line ministries, donors and other crucial stakeholders including but not limited to clusters and similar coordination platforms.
KEY RESPONSIBILITIES
Responsible for the implementation of cataract campaign by leading and supervising, ensuring that the highest technical standards are respected in line with Human Appeal mandate, policies and procedures, including national and donor requirements and guidelines Lead, manage and motivate respective staff under direct line management, ensuring that
they have clear objectives and receive meaningful feedback on their performances
With other related staff, finalize implementation plans for the project, and oversee weekly and monthly work plans in line with the implementation plan
Identify project opportunities and lead the health related proposals development
Capacity to conceptualize programme interventions and to problem solve with the coordination of the Country Programmes Manage
Attend cluster coordination meetings and provide project updates where possible by representing HA in different levels and stages
Provide guidance and technical information on donor rules and regulations to project Staff and the organization
Conduct regular field visits and coordinating with respective teams and stakeholders to ensure effective implementation of the cataract activities
Coordinate activities to ensure effective use of time and HA resources
Supervise the implementation of contracts and project activities to meet timelines and budget limits
Support the finance department by coordinating project budget’s as assigned by line manager and coordination with other departments within the organisation, where needed, ensuring value for money
Monitor budget/expenditure based on the implementation plans; and analyses Budget-versus-Actual reports to assess any discrepancies and ensure timely expenditure
Work with logistics/procurement to ensure timely procurement of goods and services for the implementation of project
Follow up Monitoring and Evaluation reports, recommend and implement changes to enhance the programmes, as appropriate
Monitor performance of cataract medical team and ensuring high quality programming in keeping with contractual commitments and Human Appeal standards.
Provide regular reports about the project to the Country Programmes Manager, cluster coordination meetings attended to update programme progress of the project and to discuss further strategies
Develop a monthly/progress report on all aspects of the cataract project implementation, performance of the team, challenges, threats or risks
In coordination with the Communications Officer, provide timely case studies/success stories for media use and visibility purposes.
REQUIRED QUALIFICATIONS, KNOWLEDGE AND AND EXPERIENCE
Bachelor’s Degree in Medicine and surgery (MBBS) is a requirement. A master’s degree in Health Management, Public Health, Project Management or health related qualifications with a bachelor of MBBS is an added value.
Minimum of 3 years of proven practical experience in working with NGOs and line ministries in implementation of cataract and eye surgery campaigns, Primary/secondary Health Care, mobile clinic, management of health facilities, etc.
Excellent command of English language both spoken and written; Knowledge of Arabic language is added advantage.
TECHNICAL COMPETENCIES
An excellent understanding of and practical, experience with program design, program management cycle, M&E, budget management and ethics in programming
Experience in developing health project strategies and strengthening systems Experience in donor reporting and adherence to donor’s requirements
Strong skills in networking, representation and building relations with diverse stakeholders Sound knowledge of international donor procedures
Ability to work independently, exercise judgement and flexibility in a very challenging environment
Demonstrated organizational skills
Strong team leadership and conflict resolution skills, adaptability and interest in capacity building;
Ability to relate to and motivate team members effectively Highly reliable, able to consistently meet tight deadlines
Computer literate and competent in various office software applications.
DESIRABLE SKILLS:
Solid understanding of the political context in Somalia, including security and economic situation;
Excellent cross-cultural awareness;
Experience in working in security-sensitive environments and enforcement of team security protocols
Master’s degree will be an added advantage.
