Here at Human Appeal we have an exciting opportunity for an MEAL Officer to be based at our Somalia office in Mogadishu. This is 12 month fixed term contract, renewable depend on availability of funding with $978 – $1300 gross salary per month.

Human Appeal is a faith-based charity that aims to abolish poverty by providing humanitarian aid, sustainable development programs and championing advocacy for our beneficiaries worldwide. Human Appeal has 7 International Field Offices across the globe. Human Appeal Somalia Field office programme operations are based in Mogadishu, Gedo region, with programmatic focus in the sectors of; WASH, Shelter, FSL, Education/Child Sponsorship, Protection and Health & Nutrition.

Please note this is a local contract, for this role you must have the right to work in Somalia.

Main Job Purpose

To undertake all Monitoring & Evaluation functions in H.A Somalia and to provide effective and efficient implementation of HA programmes. Ensure that coordination among the teams are enhanced to better serve the target communities in different regions of Somaliland

Deliver all M&E functions of H.A Somalia with an aim of ensuring services reach the population in need within the required timeline

Accountabilities

The “MEAL officer” will be responsible but not limited to:

Establish and design M&E system across all project’s including feedback mechanism

Coordinated all M&E activities (through data collection and reporting) across all HA projects. Developed Performance Monitoring Plans and MEAL systems

Designed a rigorous internal programme data quality assurance system Ensured and/or improved the standardization of data collection

Developed tools for need assessment, monitoring, evaluation and collection of success stories#

Main Duties and Responsibilities

Monitoring, Evaluation, Accountability and Learning

Establish and design M&E system across all projects in H.A somalia Contribute in proposal written and HNO.

Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including the periodic reflection and analysis of program monitoring data

Develop and manage the projects’ Performance Monitoring Plans and MEAL systems in collaboration with project managers and programs team.

Design and implement an internal data quality assurance system. Qualify and improve the standardization of the data collected.

Ensure cross-cutting themes such as gender equality, inclusion, protection etc. are embedded within the design of data collection tools.

Develop the necessary tools for need assessments, data collection and monitoring and evaluation of data.

Contribute to and/or carry out the rapid needs assessments on key projects during the project lifecycle to investigate further opportunities for interventions.

Ensure data is collected and analyzed regularly (with associated reporting) to respond to agreed indicators in a standardized manner.

Take a lead role in the coordination of all evaluations and research activities including the conduct of baselines and final project evaluations.

Support and (where necessary, lead) the development of ToRs and framework for evaluation and research activities.

Establish and roll-out the necessary Complaint Response Mechanisms for Human Appeal country programs (Field and project level).

Provide support in collecting data through comprehensive and multi-sectorial needs assessments for the development of new project proposals.

Collating learning and valuable lessons learnt to be fed in new project development. Conducting impact assessments for high-priority programs.

Reporting and Communications

Ensure reports are submitted to all HA , clusters and other donors at national level as per the agreed reporting schedule

Coordinate and consolidate internal reports to HA and ensure timely submission

Develop and contribute to baseline surveys, quarterly and annual reports, in addition to other briefings, summaries, presentations, etc. for the donor as well as other audiences.

Collaborate with CD and program team to analyses monitoring/evaluation findings and associated reporting to key internal and external stakeholders.

Assist the Programs team in collecting success stories and lessons learned and in developing case studies and Msc (Most significant change) for experience sharing internally, with donors and for publication.

Identify and document interventions and initiatives that can be replicated or scaled up. Develop donors reporting schedule and share on regular basis to PMs and Coordinators.

Responsible for collating, documenting and disseminating lessons learnt to internal and external

stakeholders.

Capacity building

Work with the project mission to develop a strong project MEAL system in all sectors of the Human Appeal mission whenever possible

Continuously build capacity of project staff in data collection and use through training, advice and support.

Regularly document lessons learned and share best practices in data collection, monitoring and evaluation with project staff.

Organize and undertake MEAL capacity building activities such as trainings and workshops for staff.

Other Duties

Representing the principles and work of Human Appeal Partners to donors, United Nations, NGOs and INGOs, government, media and other stakeholders when required

Complying with and promoting all H.A Global policies such as Child Safeguarding, Whistle blowing, Fraud, and Health and Safety

Support and assist country program team in the documentations process of the project reporting on contingency work.

Any other tasks of an equivalent nature as assigned by the line manager and Senior Management team.

SKILLS AND BEHAVIOURS

  • Strong written and verbal communication skills in English;
  • Proven technical competencies in the design of logistics work plans, procurement plans
  • Ability to work with a team in a multi-cultural environment and good team member/leadership;
  • Positive approach to problem solving.
  • Ability to plan for emergency logistics response.
  • A focus on results, balanced with a sensitive and honest approach to people.

  • Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field.
  • Minimum of 5-6 years’ experience including at least 5 years of working for UN bodies and international NGOs in M&E field.
  • Knowledge of community-based approaches in humanitarian and development settings is desirable.
  • Competency with the analysis of contextual information, and developing clear, informed recommendations.
  • Proficiency in English (Written and spoken) is essential
  • Good IT skills. Knowledge of Microsoft Office Word and Excel is essential.
  • Willing to adapt to HA’s norms and values without compromising personal beliefs and principles.
  • Excellent communication skills – able to communicate and report effectively, both orally and in writing.
  • Willing and able to work long hours as required and meet deadlines.
  • Commitment to participatory approaches when working with communities.
  • Willing to learn local mechanisms, culture and humanitarian and development issues of the region.
  • Able to build productive working relationships; work as part of a team, and support colleagues.
  • Communicates honestly, openly, and consistently. Shares information appropriately and ensure that views of all members of the team are freely expressed.
  • Encourages a positive rather than negative viewpoint.
  • Good numeracy skills with knowledge of local markets and cost estimating are desirable.
  • Good interpersonal skills and the ability to build working relationships quickly and to work sensitively with people from various cultural and social backgrounds.
  • Able to form recommendations for creative solutions in problem solving and energetic and able to operate in situations which may be arduous.
  • Able to work flexible hours when necessary and strive towards task completion.
  • Flexible and patient for emergency response deadlines and ability to work on your own initiative as well as a part of a team.
  • It is essential that the post holder show a good understanding of humanitarian principles and sympathy with Human Appeal’s values, as well as a commitment to HA’s vision and mission.
