Medecins Sans Frontieres (MSF) is an international, private, non-governmental, non-profit humanitarian organization. Since January 2019, MSF is supporting the National Tuberculosis Program in Somaliland and started to work in Hargeisa TB Hospital, specifically in the Drug Resistance Tuberculosis centre and supporting 3 Regional Hospitals in Tuberculosis. The aim is to reduce the morbidity, mortality and burden of TB and more specifically MDR-TB with below objectives: o To improve the quality of DR-TB diagnosis in MSF supported facilities (Hargeisa DR-TB hospital and Regional TB centres (Borama, Berbera and Burco) o To improve Infection Prevention and Control in Hargeisa TB hospital and the Regional TB centres supported by MSF (Borama, Berbera and Burco) o To improve MDR-TB patient care and treatment Outcomes of Hargeisa MDR-TB centre cohort o To increase DR-TB case finding using different models to increase access to TB screening and diagnosis |

MEDICAL DATA PROCESSING OFFICER

Main purpose of the position
Ensure completion of all activities related to medical data entry and data management into the mission database. Mentor the activity of MoH Data Entry officers and MSF regional nurse supervisors, as well as identify their training needs in order to provide a good service support and reliability of the data collected.
Main responsibilities
- Mentor the activity of MoH Data Entry officers and MSF regional nurse supervisors to have a reliable record of medical activity performed, as well as identify their training/technical support needs in order to provide a good service support and reliability of the data collected.
- Ensure collation and entry of all data identified by project managers for collection (e.g. treatment outcome, morbidity, mortality, surveillance of diseases of epidemics, nutrition, psychosocial issues, etc.) into the appropriate data management system while ensuring quality of data
- Know and ensure proper use of software used for recording (Bahmni).
- Ensure accuracy of the medical data entered the mission’s database on a regular basis, according to MSF protocols and carry out regular back-ups.
- Provide regular statistical reports for the medical team as well as informing the superior of any missing information, major changes or big differences in data.

o Implementation and management of DR-TB database (Bahmni) and compile the report to direct supervisor as well as medical team.o Support medical team in development of database collection tools.
o Ensure the entry of data in the system in a timely manner. o Ensure the accuracy of data providing the training to medical team, if needed. o Ensure data collation at Hargeisa MDRTB centre as well as Burco, Berbera and Borama regional TB hospitals. o Streamlining of filing system and patient file flow. o Support generation of reports on monthly basis o Promote data demand and use across all MSF supported TB treatment hospitals. o Capacity building of MOH health care workers on use of MOH data tools through mentorship the areas of focus include: Culture and DST, Active cohort under treatment, Cohort completed treatment/Cured, Daily bed return/Inward cohort, Ambulatory cohort and PEC). o Data Quality and Audit o Support data quality audit exercises. o Provide reports to the MSF Project and Mission Coordination Team. |
Requirements:
Education | Essential proven computer literacy, secondary education or qualifications either in administration, data entry or in statistics. Degree in Information and Technology (IT) desirable. |
Experience | Working experience with MSF or other international NGO.
Previous experience in TB and/or HIV information management and/or experience with MoH HIS is an asset. |
Languages | Fluency in English and Somali is essential. |
Knowledge | Desirable knowledge on medical statistics data bases. |
