MSF – SOMALILAND Médecins Sans Frontières (MSF) is an international, private, non-governmental, non-profit humanitarian organization. Since January 2019, MSF is supporting the National Tuberculosis Program in Somaliland and started to work in Hargeisa TB Hospital, specifically in the Drug Resistance Tuberculosis centre and supporting 3 Regional Hospitals in Tuberculosis. The aim is to reduce the morbidity, mortality and burden of TB and more specifically MDR-TB with below objectives: o To improve the quality of DR-TB diagnosis in MSF supported facilities (Hargeisa DR-TB hospital and Regional TB centres (Borama, Berbera and Burco) o To improve Infection Prevention and Control in Hargeisa TB hospital and the Regional TB centres supported by MSF (Borama, Berbera and Burco) o To improve MDR-TB patient care and treatment Outcomes of Hargeisa MDR-TB centre cohort o To increase DR-TB case finding using different models to increase access to TB screening and diagnosis |

Medical Doctor

Main purpose of the position
Provide Outpatient, Inpatient and Outreach medical care to TB patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiary’s health conditions
Main responsibilities
- Applies medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols
- Keeps the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood
- Follow up the evolution of the hospitalized/IDP patients, through daily visits, consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors – and informing their family about the patient’s evolution
- Checks and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards
- Participates in the collection and analysis of epidemiological data, checking his validity and informing the line manager or Project Coordinator about any problem or complication of the patients’ illness, medical error and monitor the proper functioning of the department, equipment or material
- Ensures ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care
- Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected
- Manages the team under his/her responsibility according to MSF HR policies and procedures, supervising their performances, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary
Specific Accountabilities
- Actively participates in the implementation of DR-TB case finding activities in the project (assist to appropriate engagement with Public, Private and Public/Private health facilities)
- Participates in field visits according to preset schedule and participate in Human Resources training/technical support in TB related activities and assisting in the implementation of updated protocols (NTP/WHO and MSF) to ensure medical standards, the rules of hygiene and universal precautions in service
- Assists in the collection of information on National Health data, participating in the analysis of TB and surveillance dT from the projects
- Ensures medical follow up/inpatients and outpatients care of DR-TB/DS-TB patients (treatment outcome, improvement) in collaboration with the project medical team/MoHD staff
- Supports to improve the data collection in the TB centers and ensures the quality of data in collaboration with Mission Data Entry Officer
- Participates in all TB related report including preparation of Monthly, Quarterly and Annual reports
- Supports to improve the quality of EPTB and Sputum Negative TB diagnosis and management
- Assists to improve childhood TB diagnosis
- Supports/Assists to improve Infection Prevention and Control in all dimensions
- According to priorities, deliver TB related information to the patients and community in the project location
- Actively participates and supports TB contact tracing activities
- Establishes and maintains contact with projects location partners, including other NGO’s, Governmental health services/Authorities in collaboration with Medical Coordinator/Medical Activity Manager
Requirements
Education | Medical Doctor diploma |
Experience | 2-year experience minimum as a Medical doctor or in clinical work. Desirable experience in Infectious disease (TB/MDR-TB and HIV) |
Languages | English and Somali essential |
Knowledge | Essential Computer literacy (Word, Excel) |
