The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Somalia for more than twenty years, where we assist returnees, IDPs and displacement-affected communities in all three regions (Somaliland, Puntland, and Central and Southern Somalia) through protection, service delivery and livelihoods activities to enhance their self-reliance and expand opportunities for a dignified life. DRC provides both humanitarian assistance and longer-term development support to respond to the needs of communities affected by acute crisis as well as those in protracted displacement situations. In the past year, DRC’s strategic focus has shifted towards more durable solutions-oriented programming, linking displacement affected communities to longer-term initiatives to build resilience and recovery.
The Monitoring and Evaluation Specialist will be responsible for monitoring, evaluation, learning, accountability and information management systems of the Programme Management Unit for the 2017 – 2020 programme, Promoting Durable Solutions through Integrated Return, Reintegration and Resilience Support to Somali Displacement-Affected Populations. Via the technical working group (TWG), s/he will be technically supported and work closely with the MEL manager from the DRC Somalia Country Office as well as MEL staff in WYG, DRC/DDG and REDSS to ensure effective MEL practices are applied throughout the project period, and specifically provide technical leadership on related activities such as baseline, midterm and endline assessments, evaluations, learning events, and ensuring real-time programme adaptation.**
Monitoring and Evaluation
- Support the Chief of Party in planning and implementing key MEL First Phase activities, including the baseline survey and MEL plan, conducting revisions to the logical framework as needed
- Support the Chief of Party and agency field teams in active implementation of the MEL plan, ensure the plan is updated in a timely manner, and MEL findings for all agencies are included in all reports
- Monitor the programme through the DRC MEL Database which will enhance stakeholder access to data on activities, beneficiaries reached, indicators achieved and reports emanating from the various activities.
- Lead regular sharing of the outputs and the MEL findings with project staff, working closely with the technical working group, Senior Country MEL Technical Specialists including the Country MEL Manager and Thematic MEL Specialists, and the DRC RO MEL advisor
- Coordinate with field staff to develop tools and methods to improve data collection for example, surveys, assessment and beneficiary data
- Organize and collect field data, including for assessments, evaluation and internal surveys.; be part of the analysis of this data. Specifically, liaise with REDSS in all research and data-gathering processes, including the longitudinal study
- Capacity build, train and support PMU and agency field staff to improve field monitoring and programme development based on evidence gathered
- Lead in the development and refinement of Monitoring and Evaluation Plans and questionnaires for the assessments. The MEL office will also review and approve any MEL tools developed by DRC or its partners
- Identify and create MEL synergies with other DRC/DDG projects implementing components of Durable solutions in Somalia.
- Work closely with other MEL coordinators for Integrated Emergency Response and Root causes Platforms to inform Durable Solutions programming in Somalia with special reference to the DANIDA Solutions Program
- Technical Focal point for MEL Durable Solutions platform for DRC/DDG Somalia
- Other duties as required by DRC Somalia management team; with regular reporting to the DRC Somalia MEL Manager
- Coordinate the design and implementation of accountability systems for the programme
- Build the capacity of all consortium staff to plan and implement effective accountability systems
- Support systems for strengthening existing community feedback and response mechanisms across the programme as needed, with a focus on the social accountability elements of the programme
Learning and project quality
- Participate in project inception meetings, review meetings and close-out meeting in order to highlight components aimed at replicating good practices and strengthening synergies between activities, partners and other interventions
- Regularly present key M&E findings to the PMU and Chief of Party, Steering Committee, Technical Working Group and others for purposes of adaptive management and real-time feedback loops to the programme
- Perform other duties as directed by the Head of PMU and the DRC Somalia management Team.

Moreover, we also expect the following:
· Minimum of 5 years of work experience in the field of monitoring and evaluation;
· A Bachelor’s degree in relevant field – development, social research preferable with a focus on monitoring and evaluation as well as compliance issues.
· Experience working with international NGOs, UN agencies, line ministries and/or local authorities in migrants/refugee settings in fragile and complex environments similar to Somalia.
· Experience in developing/ guiding information management systems for humanitarian programs
· Experience in participatory assessment and community-based monitoring approaches;
· Clear understanding of Core Humanitarian Standards (CHS);
· Experience with capacity building of staff, and in convening and facilitating trainings and workshops
· Excellent analytical and report writing skills (English)
· Fluency in written and spoken English essential
