National Climate Resilient Officer – Open to Somali nationals only

ROLE PURPOSE:

The Program Officer – Climate Resilient will provide technical oversight of the implementation of the NORAD framework’s Climate Change Adaption and Mitigation component ensuring effective systems and processes are in place that support high-quality programming. He / She will ensure high-quality implementation and continuously work towards ensuring that activities of Climate Change Adaption and Mitigation lead to desired impact. He/she will apply an in-depth contextual understanding, technical knowledge, experience in locally led climate resilience, capacity building skills and integrated interventions to define and deliver the unique integrated interventions of climate resilience in local education systems and Child Right Governance in Somalia.

The Job holder will focus on the implementation of climate resilience in Somalia/Somaliland throughout the framework programme outcomes. The Jobholder will work collaboratively with education, Child Protection and Child right Governance to ensure systemic integration climate resilience throughout the intervention implementation to ensure programme outcomes are successfully realized.

QUALIFICATIONS AND EXPERIENCE

Essential

  • A minimum of Higher Diploma Qualification or bachelor’s degree in environmental sciences, Agriculture Education, Climate Change, Natural Resource Management, Social Science, Agricultural Economics, or related discipline. With proven and demonstrated experience in disaster recovery solid understanding of the concepts and principles of disaster, risk reduction, such as hazards exposure, vulnerability capacity and resilience in Disaster risk Reduction, and climate change adaptation.
  • At least 3 years working experience in implementation in humanitarian and development programmes.
  • Experience in coordinating and/or implementing natural resources management, climate adaption, Disaster Risk Reduction and Resilience programmes.
  • Experience of implementing and coordinating child-rights and child-led programmes is an advantage.
  • Experience with social and behavior change models and strategies and their practical application at the community level to achieve measurable change key areas.
  • Experience with participatory community-led approaches to design and implementation of programmes.
  • Experience with partner capacity assessment, capacity building of local partners.
  • Experience in working through education systems and locally led adaptation

Desirable

  • Thorough understanding of Save the Children working principles and approaches of Child Participation, Child Rights Programming, Partnership, Child Safeguarding, Zero Tolerance, Monitoring and Evaluation, Programme Integration etc.
  • Ability to intervene with crisis management or troubleshooting as necessary.
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.
  • Experience with qualitative and digital Monitoring, Evaluation, Learning and Accountability methodologies and tools (most significant change, outcome mapping/harvesting, Kobo, Power BI, etc.)
  • Excellent time management and planning capacity.
  • Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks, and responsibilities.
  • Computer literacy and excellent documentation skills are necessary.
  • Availability and willingness to work extra hours during times of humanitarian responses
