Job description

Overview of position
  • In alignment with the Memorandum of Understanding (MOU) on the conflict & fragile countries supporting program signed between our client & the Korea International Cooperation Agency (KOICA) in February 2024, our client in Somalia will implement a multi country & multi year project “Empowering Livelihoods & Economic Vitality in Fragile & Conflict Zones (ELEVATE) Africa” in Baidoa & Kismayo.
  • Through ELEVATE, our client will support the efforts of the Federal Government of Somalia (FGS) to strengthen community resilience against violent extremism, by prompting economic & social inclusion of individuals vulnerable to (re) recruitment of violent extremist groups, especially women, marginalized individuals, persons with disabilities, as well as low risk former associates of violent extremist groups.
  • Under the overall supervision of the Senior Program Coordinator (Transition & Recovery Pillar (TRP)) & under the direct supervision of the Project Officer, the successful candidate will be based in Mogadishu, Somalia with frequent travel to Baidoa, Kismayo & any other new project locations. The candidate is expected to provide M&E support to ELEVATE & when applicable, extends support to our clients Preventing Violent Extremism (PVE) portfolio in Somalia under the TRP project. In particular, the candidate will be responsible for the overall coordination & implementation of M&E activities of ELEVATE.
Role objectives
  • In collaboration with the National Project and M&E Officers (Baidoa & Kismayo), develop & implement M&E plans to measure progress towards the project objectives, outcomes & outputs to inform donor reports.
  • Coordinate & supervise the overall M&E activities, including the collection & analysis of quantitative & qualitative data.

  • Keep track of the status of indicators that were set for the project, including our clients Strategic Results Framework (SRF) indicators.

  • Regularly update & maintain M&E database & ensure quality, accuracy & consistency of data.

  • In coordination with the National Project & M&E Officers (Baidoa & Kismayo) & CSO staff, document challenges, deviations, human interest stories, good practices & lessons learnt.

  • In coordination with the National Project & M&E Officers (Baidoa & Kismayo), facilitate regular feedback from beneficiaries, CSOs & other stakeholders on project activities.

  • Coach, train and mentor CSO staff to strengthening their M&E capacities.

  • Support the implementation of third party M&E & annual learning events.

  • Undertake duty travel relating to monitoring, evaluation, assessments, etc.

  • Contribute to monitoring reports, case studies, advocacy, research / survey tools & upon request of Project Officer, gather & consolidate inputs to donor reports.

  • Participate in relevant conferences, workshops, working groups, interagency coordination meetings & other forums & provide feedback to the Project Officer.

  • Inform the Project Officer’s decision making on resource mobilization & management.

  • Perform other related duties as required.

Project reporting This role works under the overall supervision of the Senior Program Coordinator (Transition & Recovery Pillar (TRP)) & under the direct supervision of the Project Officer.
Key competencies
  • Bachelors degree in political or social science, business administration, international relations, human rights, law or any other related field from an accredited academic institution with 2 years of relevant professional experience or a master’s degree of equivalent or higher in the above fields.

  • Experience in Monitoring, Evaluation, Accountability & Learning (MEAL), including remote M&E is required.

  • Experience in collecting & analyzing quantitative & qualitative data is required.

  • Experience in providing direct assistance to low risk former associates of Violent Extremist Organizations (VEOs) & individuals vulnerable to VEOs’ recruitment is a distinct advantage.

  • Experience in implementing one or more of the following activities is a distinct advantage namely livelihoods, social cohesion & case management.

  • Experience in working with CSOs is a distinctive advantage.

  • Experience working in Baidoa & / or Kismayo is an advantage.

  • Strong analytical & writing skills using the Microsoft Office (e.g., Word, Excel, Power Point forms).

  • Knowledge in M&E concepts, approaches, technics & tools, including the OECD – DAC evaluation criteria.

  • Excellent interpersonal, communication & teamwork skills to establish & maintain effective working relationships with people of diverse cultural & national backgrounds.

  • Fluency in English & Somali is required (oral & written).
