ROLE PURPOSE:
The Program Manager – Anticipation Action and Disaster Risk Reduction will provide the overall managerial oversight of the national implementation of anticipatory action and disaster risk reduction interventions. The Program Manager will strategically drive, coordinate and report on the results of the Programme/assigned projects, using an adaptive management and learning and reflection approach to achieve outcomes and impact for meaningful and lasting change for children.
The Program Manager will work closely with other functions including Program Development, Quality and Impact, Program Operations, Humanitarian Director, Compliance and Supply Chains and the Country Office Senior Leadership Team to meet all programme-related objectives in the Country Office. The Program Manager will be accountable for effective and efficient management of the Anticipatory Projects in ways that ensure resources are focused on reaching strategic objectives, meeting donor expectations, and adhering to all internal and external standards.

QUALIFICATIONS AND EXPERIENCE
Essential
- Post-graduate degree in development studies, social sciences, agricultural science; economics; natural resource management or a related field with additional training in food security and livelihoods and project planning and management techniques or relevant experience instead of post graduate studies.
- Experience in leading the implementation of large-scale and complex proposals, including projects of budgets greater than $5 million.
- Experience in coordinating and preparing successful program initiation and implementations in Somalia context
- Knowledge of the requirements of major institutional donors including budgeting, eligibility issues, compliance management, and reporting.
- Excellent writing/editing, budget management and presentation/communication skills. Ability to present complex information in a succinct and compelling manner.
- Experience working on anticipatory action, emergency preparedness, DRR, etc. and solid practical and conceptual understanding of this field of work, including complexities in funding and policy direction.
- Experience in coordinating workplans/initiatives across multiple stakeholders at different levels.
- Highly developed interpersonal and communication skills, including communicating with impact, influencing, negotiation, and coaching.
- Demonstrated people leadership skills, able to effectively manage stakeholders as well as staff in a matrix management relationship.
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
- Ability and willingness to dramatically change work practices and hours, and work with incoming emergency surge teams. Proven ability in working in insecure or hardship environments and to work under tight deadlines.
- Ability and willingness to travel extensively to field sites and work independently.
- Fluency in English, both verbal and written, required.
- Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.
Highly Desirable
- Experience in Household Economy Approach (HEA), Cost of Diet (CoD), Integrated Food Security Phased Classification, cash transfer programming (CTP), and Emergency Markets Mapping and Assessment (EMMA)
