Human Appeal Somalia Country Office programme operations are based in Mogadishu, Gedo region and previously Bay region, with programmatic focus in the sectors of; WASH, Shelter, FSL, Education/Child Sponsorship, Protection and Health.

MAIN JOB PURPOSE

To provide timely programmatic and technical oversight of Human Appeal Somalia Nutrition project, playing an active and lead role in planning, design, implementation, development, monitoring, liaison both internally and externally, and administration of all related Nutrition activities, supervision and capacity development of Nutrition project staff.

Project/Programme growth in scope and funding levels;

Reasonable budget planning and value for money of budget.

Effective coordination and interaction with relevant clusters and coordination bodies.

ESSENTIAL JOB RESPONSIBILITIES

Project Management

Implement the emergency nutrition response including treatment of severely malnourished under-fives in the project target locations while following the stipulated protocol.

Implement and supervise the supplementary feeding of the moderately malnourished under-fives, pregnant/lactating mothers, individuals with medical conditions in the project target locations.

Implement comprehensive maternal infant and young child nutrition (MIYCN) in Baby Friendly Community initiative (BFCI) approaches.

Develop key messages in nutrition to the targeted beneficiaries, and ensure it is delivered appropriately.

Plan and conduct mass MUAC screening of the under-fives on a quarterly basis in collaboration with the Community Health volunteers and other key project stakeholders.

Responsible for leading, supervising and ensuring that the highest technical standards are respected in line with Human Appeal mandate, policies and procedures, including national and donor requirements and guidelines;

Lead, manage and motivate Nutrition project staff under direct line management, ensuring that they have clear objectives and receive meaningful feedback on their performances;

In collaboration with other related staff, finalize implementation plans for each Nutrition project, and oversee weekly and monthly work plans in line with the implementation plan;

Identify project opportunities and lead the Nutrition proposals development;

Capacity to conceptualize programme interventions and to problem solve with the coordination of the Programme Manager;

Coordinate overall sector programme portfolio to ensure key performance indicators are met and programme impact is in line with the organisational strategy;

Attend cluster coordination meetings, and Present HA in different levels and stages;

Provide guidance and technical information on donor rules and regulations to Nutrition Project Staff;

Conduct regular field visits and coordinating with respective teams and stakeholders to ensure effective implementation of activities;

Coordinate activities to ensure effective use of time and HA resources;

Supervise the implementation of contracts and project activities to meet timelines and budget limits.

Finance & Budgetary and Logistics

Support the finance department by coordinating project budget’s as assigned by line manager and coordination with other departments within the organisation, where needed, ensuring value for money;

Oversee Nutrition budgets, financial reporting and forecasting;

Monitor budget/expenditure based on the implementation plans; and analyse Budget-versus-Actual reports to assess any discrepancies and ensure timely expenditure;

Liaise with logistics/procurement to ensure timely procurement of goods and services for the implementation of Nutrition programme.

Monitoring and Evaluation

Follow up Monitoring and Evaluation reports, recommend and implement changes to enhance the programmes, as appropriate;

Monitor performance of Nutrition staff and ensuring high quality programming in keeping with contractual commitments and Human Appeal standards.

Capacity building

Participate in training of Nutrition staff to ensure they have solid understanding of key programme documents and tools, including MEAL tools;

In coordination with the Programme Manager, build capacity of Project team in overall design and quality of Human Appeal Nutrition Programmes.

Reporting

Provide regular reports to the Programme Manager, cluster coordination meetings attended to update programme progress for head office and to discuss further strategies;

Provide a monthly, quarterly and annual written report to the Programme Manager on all aspects of the Nutrition team, programmes, activities and challenges, threats or risks;

In coordination with the Communications Officer, provide timely case studies/success stories for media use and visibility purposes.

EXPERIENCE AND TECHNICAL COMPETENCIES

Bachelor’s degree in Food, Nutrition and Dietetics or related fields (Nursing, Public Health or etc.) from a recognized University.

Minimum of 3 years of professional work experience in Nutrition or Public Health with communications, reporting and analytical skills.

An excellent understanding of and practical, experience with program design, program management cycle, M&E, budget management and ethics in programming;

Experience in developing strategies and strengthening systems;

Experience in donor reporting and proposal writing;

 Strong skills in networking, representation and building relations with diverse stakeholders Sound knowledge of international donor procedures;

Ability to work independently, exercise judgement and flexibility in a very challenging environment;

Demonstrated organizational skills;

Strong team leadership and conflict resolution skills, adaptability and interest in capacity building;

Ability to relate to and motivate team members effectively;

Highly reliable, able to consistently meet tight deadlines;

Excellent command of English language both spoken and written;

Computer literate and competent in various office software applications (Word, Excel, PowerPoint and etc.).

DESIRABLE SKILLS:

Solid understanding of the political context in Somalia, including security and economic situation;

Excellent cross-cultural awareness;

Experience working in security-sensitive environments and enforcement of team security protocols

Master’s degree will be an added advantage but not a requirement

Arabic language will an added advantage.

Carry out any other duties required.
