PCIU Security Advisor, Mogadishu, Somalia
- BACKGROUND OF THE PROJECT
The Government of the Federal Republic of Somalia, through the Federal Ministry of Health, is implementing the Improving Healthcare Services in Somalia (“Damal Caafimaad”) Project, with financing from the International Development Association (IDA) of the World Bank Group. The four-year project will contribute to Essential Package of Health Services (EPHS 2020) implementation aimed at improving the coverage of essential health and nutrition services in project areas and strengthen the stewardship of the Ministries of Health in Somalia.
The Security Advisor position will be a full-time contracted staff position, assigned to the Project Coordination and Implementation Unit (PCIU) of the Federal Ministry of Health of Somalia. In close cooperation with IP security focal points across the Project geography, the Security Advisor will be responsible for assessing and managing potential social risks and impacts arising from the Project, including threats to human security through personal, communal or interstate conflict, as well as more general crime and violence.
The Ministry of Health and Human Services – Federal Government of Somalia is seeking to use a portion of the Damal Caafimaad Project to finance the recruitment of a PCIU Security Advisor.
- RESPONSIBILITIES AND SCOPE OF WORK
Reporting to the PCIU Senior Programme Coordinator in the PCIU at the Federal Ministry of Health and working closely with the FMS PMT counterparts and implementing partners
(IP), the Security Advisor is responsible for providing security risk management (SRM) support to the PCIU in accordance with the provisions of ISO 31000. Specifically, the Security Advisor will be responsible to the PCIU Coordinator to ensure implementation of a comprehensive security risk management (SRM) approach under the Project as detailed below., including (i) development and supervision of security management plans (SMP) and associated procedures, (ii) ensuring that SMP provisions are adequately included in bidding documents and proposals and conducting due diligence on security arrangements of all IP and contractors; (iii) conducting initial and periodic security risk assessments (SRA) of the operational context for project activity implementation; (iv) maintenance of a security community of practice (CoP) with Project IP, (v) crisis management contingency planning, and (vi) security reporting within a robust information management framework. S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following www.moh.gov.so/ or can be provided upon submission of application (in person or by E-mail).
SELECTION CRITERIA
The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Relevant University degree or higher education.
- Minimum of 8 years of relevant working experience in the security sector, security risk management or similar fields.
- A minimum of five years operational field experience in Somalia.
- Ability to travel widely in Somalia to Regional Project sites.
- Proven ability to work simultaneously at the FMS and Federal levels of Government.
- Demonstrated Team Leadership experience.
- Demonstrated experience in analyzing and reporting security risks and developing security planning fort large-scale field operations.
- Experience in providing security risk management training and individual development programmes.
- Experience and understanding of ISO 31000, Risk Management – Principles and Guidelines.
- Strong inter-personal skills and ability to work within and build a team environment, excellent communication and negotiation skills, ability to work effectively and harmoniously within a diverse work environment.
- REPORTING
The Security Advisor will report to the Senior Programme Coordinator of the PCIU in the Federal Ministry of Health and work in close collaboration with PCIU, PMT staff, IPs and liaise with the World Bank Security Advisor
- DURATION OF THE ASSIGNMENT
The Security Advisor will be contracted for an initial period of 12 months. The contract is renewable during the project implementation subject to satisfactory 6-month probation period and a performance evaluation at the end of the year.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
