  1. BACKGROUND OF THE PROJECT

The Government of the Federal Republic of Somalia, through the Federal Ministry of Health, will be implementing Somalia COVID-19 Emergency Vaccination Project and the Additional Financing to the Project. The proposed Project and Additional Financing will form part of an expanded health response to the pandemic. The activities will build on the Bank’s existing health portfolio in the country.

The Somalia COVID-19 Emergency Vaccination Project, funded by the World Bank, has four key components: (i) Vaccine Deployment and Acquisition; (ii) Implementation Management and Monitoring and Evaluation (M&E) (iii) Continuity of Essential Health Services; and (iv) Strengthening solar-powered cold chain and oxygen delivery.

The Project will focus on expanding the scope of activities in the parent project Somalia COVID-19 Emergency Vaccination Project and adjusting its overall design to be able to finance: (i) strengthening national immunization capacity necessary for the continuity of essential health services; (ii) strengthening service delivery to ensure effective vaccine deployment including effective micro-planning, safe and appropriate transportation, storage, training, ancillary materials, registration, and effective vaccine logistics and a suitable information management system; (iii) monitoring and tracking of vaccine use and recording of any adverse reactions to vaccination; (iv) social mobilization and community engagement to enhance demand, foster confidence and promote the update of the COVID-19 vaccine.

The PMT Environmental Safeguard Specialist position will be a full-time contracted staff position, assigned to the Project Management Team of Jubbaland State Ministry of Health. The Environmental Safeguards Specialist will be responsible for providing technical support to the PMT on the preparation of environmental safeguards and risk management documentations and monitoring and reporting on environmental risk mitigation measures and their efficacy.

The Ministry of Health and Human Services is seeking to use a portion of the Somalia COVID19 Emergency Vaccination Project to finance the recruitment of PMT Environmental Safeguard Specialist (Jubbaland).

  1. SCOPE OF WORK AND RESPONSIBILITIES

Reporting to the PMT Project Manager and technically collaborating with the PCIU Senior Environmental Specialist at the Federal Ministry of Health in Mogadishu, the Environmental Safeguards Specialist will be responsible for providing oversight and technical support to the PMTs in the preparation of environmental risk management documentation and monitoring and reporting on their implementation. This includes: (i) Monitoring compliance with environmental risk management instruments and reviewing environmental impact assessments incorporating requirements for environmental mitigation of risks and impacts); (ii) Rendering technical assistance for conducting environmental screening and scoping of project activities; (iii) Supervising the working of the established project grievance redress mechanism(s); (iv) Monitoring the use and effectiveness of the Project grievance redress mechanism(s); and (v) Providing regular review and assessment of the functioning of the environmental mitigation measures.

The Environmental Safeguard Specialist is expected to perform the following tasks:

  • Familiarization with the Environmental and Social Framework (ESF) of the World Bank
  • Familiarization with project documents that are relevant for management of environmental risks, including Environmental and Social Management Framework (ESMF), Environmental and Social Commitment Plan (ESCP), Stakeholder Engagement Plan (SEP), Labour Management Procedures (LMP), Security Management Framework, and the Infection Prevention and Control and Waste Management Plan (IPC-WMP) for the project
  • Identify all environmental risks and mitigation measures as per the World Bank’s Environmental and Social Framework and ensure they are incorporated into the environmental safeguards instruments and oversee their preparation.
  • Provide technical support to the PMT in: (i) Screening, scoping and assessing the environmental risks and impacts of the proposed project activities; (ii) Reviewing mitigation and enhancement measures for environmental risks and impacts proposed by the PMTs; and (iii) Taking lead and Providing guidelines/instruments to the PMTs in the preparation of safeguards documents in compliance with World Bank ESF policies; and (iv) Monitoring implementation of environmental safeguards and assessing the efficacy of mitigation measures, in compliance with World Bank safeguard policies and international best practices
  • Provide technical oversight to consultants/contracted firms in the preparation of environmental risk management instruments, including site-specific Environmental and Social Assessment and Management Plans (ESAMPs) and ICWMPs and the PMT staff feed into the development of the instruments so that they are owned by the PMT and mainstreamed into the design of the project.
  • Implement the ESCP, and ensure active communication of the implementation progress to the PMT Manager.
  • Conduct consultative meetings with relevant project stakeholders to discuss site-specific environmental issues relevant to the project and incorporate the feedback from the participants on environmental concerns, potential impacts, and recommended mitigations measures into the environmental instruments prepared.
  • Prepare periodic progress reports on the management of the environmental risks and impacts at the operational level
  • Ensure that the legal and binding commitments for the prudent management of project-level environmental risks and impacts, as enumerated in the project’s Environmental and Social Commitment Plan, are implemented.

In undertaking the assignment, the Environmental Safeguards Specialist will work closely and collaborate with the PCIU Senior Environmental Specialist, PMTs, relevant line Ministries and Agencies, and the Federal and State Ministries of Health.

3) SELECTION CRITERIA

The selection shall be based on qualification, experience and skills of the candidate and followed by an interview.

The Environmental Safeguard Specialist will possess the following qualifications:

  • Bachelor degree in Environmental Science, Natural Resources Management, Waste Management, Ecology or other relevant fields. Having master degree in the relevant qualification is an added advantage.
  • Minimum of 5 years relevant professional work experience in environmental impact assessments, environmental audits, legal and policy review, and formulation of project action plans for environmental safeguard management in projects financed by international donor agencies (preferably the World Bank)
  • Conversant with relevant national and state environmental laws
  • Knowledge and experience of ICT-based Office applications and tools (word processing, spreadsheets and data processing, PowerPoint)
  • Knowledge and experience of World Bank’s Environmental and Social Framework and operations and the specific context of Somalia or in fragile and conflict situations considered an asset
  • Excellent analytical, communication, writing, presentation/facilitation and editorial skills in English; Somali language skills an asset
  • Ability to collaborate effectively with other team members, contribute productively to the team’s work and output and demonstrate respect for different points of view
  • Ability to work independently and with little to no supervision, ability to plan and effectively manage complex, long-term projects
  • Having research, risk assessment monitoring and innovation capacity related to environmental science.
  1. REPORTING

The Environmental Safeguard Specialist will report to the PMT Manager of Jubbaland State and to the PCIU Senior Environmental Specialist in the Federal Ministry of Health and work in close collaboration with Jubbaland PMTs Social Safeguards Specialists.

  1. DURATION OF ASSIGNMENT:

The PMT Environmental Safeguard Specialist will be engaged on a full-time basis and is expected to commence the assignment after the signed contract for an initial period of 12 months, with a probation period of 6 months. The contract is renewable annually subject to satisfactory performance and availability of funds.

  1. DUTY STATION

The Environmental Safeguard Specialist will be based in the PMT within the Jubbaland Ministry of Health , with site visits to health facilities to support project understanding and implementation on an as-needed basis. The duty station is Jubbaland Ministry of Health in Kismayo, Somalia.

  1. SUBMISSION REQUIREMENTS

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
